Using affirmative action to decrease racial inequality is the latest chapter of a long tradition of comparing Brazil and the United States with regard to race. Confronting Affirmative Action in Brazil: University Quota Students and the Quest for Racial Justice is timely for both countries as they struggle with racial justice in higher education. This book responds to the United States’ dismantling of affirmative action programs and a belief that they have run their course. Data show that, while affirmative action policies have contributed to a significant increase in the representation of non-Whites in the U.S. middle class, other segments of the population have yet to take full advantage of such policies. In Brazil, this book engaged with the need to understand the first results of a public policy expected to promote major social change, as it represents the first time that country admitted the existence of racial inequality in its core and took measures toward combating it despite any subsequent controversy or dissent.
How race quotas--and their public perception--reflect Brazil's complicated history with racial injustice
After decades of denying racism and underplaying cultural diversity, Latin American states began adopting transformative ethno-racial legislation in the late 1980s. In addition to symbolic recognition of indigenous peoples and black populations, governments in the region created a more pluralistic model of citizenship and made significant reforms in the areas of land, health, education, and development policy. Becoming Black Political Subjects explores this shift from color blindness to ethno-racial legislation in two of the most important cases in the region: Colombia and Brazil. Drawing on archival and ethnographic research, Tianna Paschel shows how, over a short period, black movements and their claims went from being marginalized to become institutionalized into the law, state bureaucracies, and mainstream politics. The strategic actions of a small group of black activists—working in the context of domestic unrest and the international community's growing interest in ethno-racial issues—successfully brought about change. Paschel also examines the consequences of these reforms, including the institutionalization of certain ideas of blackness, the reconfiguration of black movement organizations, and the unmaking of black rights in the face of reactionary movements. Becoming Black Political Subjects offers important insights into the changing landscape of race and Latin American politics and provokes readers to adopt a more transnational and flexible understanding of social movements.
No issue in American higher education is more contentious than that of race-based affirmative action. In light of the ongoing debate around the topic and recent Supreme Court rulings, affirmative action policy may be facing further changes. As an alternative to race-based affirmative action, some analysts suggest affirmative action policies based on class. In Race, Class, and Affirmative Action, sociologist Sigal Alon studies the race-based affirmative action policies in the United States. and the class-based affirmative action policies in Israel. Alon evaluates how these different policies foster campus diversity and socioeconomic mobility by comparing the Israeli policy with a simulated model of race-based affirmative action and the U.S. policy with a simulated model of class-based affirmative action. Alon finds that affirmative action at elite institutions in both countries is a key vehicle of mobility for disenfranchised students, whether they are racial and ethnic minorities or socioeconomically disadvantaged. Affirmative action improves their academic success and graduation rates and leads to better labor market outcomes. The beneficiaries of affirmative action in both countries thrive at elite colleges and in selective fields of study. As Alon demonstrates, they would not be better off attending less selective colleges instead. Alon finds that Israel’s class-based affirmative action programs have provided much-needed entry slots at the elite universities to students from the geographic periphery, from high-poverty high schools, and from poor families. However, this approach has not generated as much ethnic diversity as a race-based policy would. By contrast, affirmative action policies in the United States have fostered racial and ethnic diversity at a level that cannot be matched with class-based policies. Yet, class-based policies would do a better job at boosting the socioeconomic diversity at these bastions of privilege. The findings from both countries suggest that neither race-based nor class-based models by themselves can generate broad diversity. According to Alon, the best route for promoting both racial and socioeconomic diversity is to embed the consideration of race within class-based affirmative action. Such a hybrid model would maximize the mobility benefits for both socioeconomically disadvantaged and minority students. Race, Class, and Affirmative Action moves past political talking points to offer an innovative, evidence-based perspective on the merits and feasibility of different designs of affirmative action.
For Land and Liberty is a comparative study of the history and contemporary circumstances concerning Brazil's quilombos (African-descent rural communities) and their inhabitants, the quilombolas. The book examines the disposition of quilombola claims to land as a site of contestation over citizenship and its meanings for Afro-descendants, as well as their connections to the broader fight against racism. Contrary to the narrative that quilombola identity is a recent invention, constructed for the purpose of qualifying for opportunities made possible by the 1988 law, Bowen argues that quilombola claims are historically and locally rooted. She examines the ways in which state actors have colluded with large landholders and modernization schemes to appropriate quilombo land, and further argues that, even when granted land titles, quilombolas face challenges issuing from systemic racism. By analyzing the quilombo movement and local initiatives, this book offers fresh perspectives on the resurgence of movements, mobilization, and resistance in Brazil.
Every academic discipline has an origin story complicit with white supremacy. Racial hierarchy and colonialism structured the very foundations of most disciplines’ research and teaching paradigms. In the early twentieth century, the academy faced rising opposition and correction, evident in the intervention of scholars including W. E. B. Du Bois, Zora Neale Hurston, Carter G. Woodson, and others. By the mid-twentieth century, education itself became a center in the struggle for social justice. Scholars mounted insurgent efforts to discredit some of the most odious intellectual defenses of white supremacy in academia, but the disciplines and their keepers remained unwilling to interrogate many of the racist foundations of their fields, instead embracing a framework of racial colorblindness as their default position. This book challenges scholars and students to see race again. Examining the racial histories and colorblindness in fields as diverse as social psychology, the law, musicology, literary studies, sociology, and gender studies, Seeing Race Again documents the profoundly contradictory role of the academy in constructing, naturalizing, and reproducing racial hierarchy. It shows how colorblindness compromises the capacity of disciplines to effectively respond to the wide set of contemporary political, economic, and social crises marking public life today.

The charges of white privilege and systemic racism that are tearing the country apart fIoat free of reality. Two known facts, long since documented beyond reasonable doubt, need to be brought into the open and incorporated into the way we think about public policy: American whites, blacks, Hispanics, and Asians have different violent crime rates and different means and distributions of cognitive ability. The allegations of racism in policing, college admissions, segregation in housing, and hiring and promotions in the workplace ignore the ways in which the problems that prompt the allegations of systemic racism are driven by these two realities. What good can come of bringing them into the open? They must be judged as individuals. We on the center left and center right who are the American Creed’s natural defenders have painted ourselves into a corner. We have been unwilling to say openly that different groups have significant group differences. Since we have not been willing to say that, we have been left defenseless against the claims that racism is to blame. What else could it be? We have been afraid to answer. We must.
