This book evaluates the successes, failures, and factors that influence the competition for public bus transport services. Using Germany as a case study, the author explains the dichotomous system of a market with licenses for commercial services, where operators are granted exclusivity, and licenses for non-commercial services, where supplementary direct subsidies are tendered out by public transport authorities. The empirical analysis is based on primary data usually not publicly available, and supplemented by numerous expert interviews. The book aims to provide a basic understanding of the players and their options, offer insights into the German model, and make policy recommendations for those whose goal is to increase competition.
The relationship between the government and the market lies at the heart of Economics as a discipline. This title approaches this issue with a new lens termed mezzoeconomics—A branch of modern economics that mainly studies regional economic entities and the allocation of regional resources after they are generated. Combining mezzoeconomic theory with practice in the light of China’s Reform and Opening-up, the author analyzes the regional governments’ participation in market competition, the dual entities (enterprises and regional governments) of market competition, and a mature market economy featuring a strong form of effective government and efficient market. Three corresponding theories are proposed—the Regional Government Competition Theory, the Dual-Entity of Market Competition Theory (DEMC), and the “Double Strong Forms” Theory. The author hopes that these theories of mezzoeconomics can build a new, effective theoretical model and serve as a guidance for regional governments to reform and innovate their governance philosophy and policies. Derived from the 2016 TranSopot Conference held in Sopot, Poland, this book aims to show the possibilities of maximizing the efficiency of transport, while keeping the negative effects at a sustainable level. Transport is an important field of human activity, both from economic and social points of view. It has been proven that the development of transport contributes to the development of regional, national and international economic relations. Currently, the three most important topics in transportation research are green transport, transport innovations and metropolitan transport. These are the areas in which the contributions presented in this book are focused. Researchers in the field of sustainable transport provide the reader with a comprehensive description of possible activities towards green transport both in the terms of various transport branches and in the supply chain as a whole. This book explores the role of railways in developing sustainable low-carbon mobility by analyzing the intermodal relationship between railways and other transport modes. Focusing on geographical and governance perspectives, and taking China as a case study, it analyzes the competition and cooperation between and integration of railways and other transport modes, in order to provide guidance on future sustainable transport development. Firstly, the book examines the contribution of railways to low carbon emissions in China over recent decades by estimating the carbon dioxide emissions from various transport modes in China at national and regional levels using decomposition analysis. It then discusses the current competition and cooperation between railways and other transport modes, as well as their integration and the impact of their relationship on climate change. It also highlights how the competition between railways and other transport modes may change the passenger flows between city pairs and so alter transport carbon emissions and examines how cooperation and integration could improve passengers’ travel experience while at the same time reducing carbon emissions. Lastly, it addresses the implications for future sustainable transport development based on institutional analysis. Presenting multidisciplinary, sustainable transport research on the role of railways in reducing carbon emissions, and also offering policy recommendations for developing low-carbon, integrated transport in the future, this book is a valuable reference resource for graduates, researchers, and government managers responsible for transport development, urban planning and environmental policy.
The book explores and discusses some of the changes, challenges and opportunities confronting local governance in the context of the new urban paradigm associated with the HABITAT III New Urban Agenda, a 20-year strategy for sustainable urbanization, adopted in October 2016 in Quito, Ecuador.
