The Sustainable Development Goals (SDGs) (2016-2030) set by the United Nations in 2015 restated the importance of universal primary education for all, and specifically discuss quality, equity, and inclusion in basic education. To achieve this, the role of community has been emphasized and participation has become a "buzzword" in international development over the past several decades. Despite the growing attention to community participation in school management, previous literature has shown mixed results in terms of its actual practice and its impacts on quality, equity, and inclusion in education. This book deepens the contextual understanding of community in developing countries and its involvement in schools in general, and its impact on quality, equity, and inclusion of school education in particular. By presenting various case studies in Asia, Africa, Latin America, and a post-conflict state in Europe, the book analyses commonalities and differences in the ways communities are involved and cast their impacts and challenges. The book contributes knowledge on the ways in which community involvement could work in developing countries, the detailed processes and factors that make community participation work in different dimensions, and remaining challenges that scholars and practitioners still need to be concerned and mindful in the field. This book will appeal to both researchers and practitioners who are concerned about the community participation approach for the SDGs.
A community-empowered school is one in which administrators, teachers, staff, students, parents, and members of the community at large feel that they have a stake in the success of that school. Despite common reservations about the involvement of parents and volunteers in the classroom, this book makes clear the long-term advantages of onsite parent centers offering ESL classes, computer literacy/job-training classes, and classes in how to help students learn at home. The sources of financial and other help need not be limited to local businesses. District personnel, legislators, nonprofit agencies, and corporations can discover that they will benefit as a school succeeds. Chapter 1 examines what attracts community involvement, providing specific plans for volunteer programs and resource development. Chapter 2 identifies the stakeholders and what they can offer a school. Chapter 3 describes policies and procedures for program monitoring. Chapter 4 offers specific material for a workshop to train teachers in the use of tutors and mentors in the classroom, including overheads, worksheets, and memos. How can colleges and schools support the inclusion of family, school and community engagement curricula in teacher and administrator preparation programs? The contributions in this book try to answer this question, with contributors describing their experiences, their programs, and their support for the goal of enhancing parental involvement and engagement in Schools and Colleges of Education. The authors and researchers, such as Joyce Epstein, who is the foremost researcher on the topic, have the knowledge and expertise in family, school, and community engagement and partnerships from both theory and best practice perspectives. The book is designed to be interactive, and readers are encouraged to engage themselves in the conversation. Readers are invited to e-mail any of the editors to discuss the questions posed. Participation of beneficiaries in the monitoring of public services is increasingly seen as a key to improving their efficiency. In India, the current government flagship program on universal primary education organizes both locally elected leaders and parents of children enrolled in public schools into committees and gives these groups powers over resource allocation, and monitoring and management of school performance. However, in a baseline survey we found that people were not aware of the existence of these committees and their potential for improving education. This paper evaluates three different interventions to encourage beneficiaries' participation through these committees: providing information, training community members in a new testing tool, and training and organizing volunteers to hold remedial reading camps for illiterate children. We find that these interventions had no impact on community involvement in public schools, and no impact on teacher effort or learning outcomes in those schools. However, we do find that the intervention that trained volunteers to teach children to read had a large impact on activity outside public schools -- local youths volunteered to be trained to teach, and children who attended these camps substantially improved their reading skills. These results suggest that citizens face substantial constraints in participating to improve the public education system, even when they care about education and are willing to do something to improve it.
This volume presents the grassroots experiences, problems encountered, and lessons learnt from initiatives launched in five Indian states. The contributors cover a range of important issues including how community participation works in an environment characterized by deep-rooted socio-economic divisions; the equitable distribution of participation; identifying and defining the community; and ensuring the genuine representation of those who are traditionally excluded from decision-making in rural areas./-//-/ The five case studies cover Madhya Pradesh, Karnataka, Rajasthan, Bihar and Kerala. They collectively shed light on how decentralization in education has been actualized in different parts of the country. These experiences contain valuable insights which can be fruitfully applied to the primary education sector. A theme running through the volume as a whole is ways to bring about genuine partnerships between civil society, the administration and NGOs in the drive to achieve universal education.
There seems to be renewed interest in having universities and other higher education institutions engage with their communities at the local, national, and international levels. But what is community engagement? Even if this interest is genuine and widespread, there are many different concepts of community service, outreach, and engagement. The wide range of activity encompassed by community engagement suggests that a precise definition of the “community mission” is difficult and organizing and coordinating such activities is a complex task. This edited volume includes 18 chapters that explore conceptual understandings of community engagement and higher education reforms and initiatives intended to foster it. Contributors provide empirical research findings, including several case study examples that respond to the following higher educaiton community engagement issues. What is “the community” and what does it need and expect from higher education institutions? Is community engagement a mission of all types of higher education institutions or should it be the mission of specific institutions such as regional or metropolitan universities, technical universities, community colleges, or indigenous institutions while other institutions such as major research universities should concentrate on national and global research agendas and on educating internationally-competent researchers and professionals? How can a university be global and at the same time locally relevant? Is it, or should it be, left to the institutions to determine the scope and mode of their community engagement, or is a state mandate preferable and feasible? If community engagement or “community service” are mandatory, what are the consequences of not complying with the mandate? How effective are policy mandates and university engagement for regional and local economic development? What are the principal features and relationships of regionally-engaged universities? Is community engagement to be left to faculty members and students who are particularly socially engaged and locally embedded or is it, or should it be, made mandatory for both faculty and students? How can community engagement be (better) integrated with the (other) two traditional missions of the university—research and teaching? Thirty-six of the best thinkers on family and community engagement were assembled to produce this Handbook, and they come to the task with varied backgrounds and lines of endeavor. Each could write volumes on the topics they address in the Handbook, and quite a few have. The authors tell us what they know in plain language, succinctly presented in short chapters with practical suggestions for states, districts, and schools. The vignettes in the Handbook give us vivid pictures of the real life of parents, teachers, and kids. In all, their portrayal is one of optimism and celebration of the goodness that encompasses the diversity of families, schools, and communities across our nation.
Critical Perspectives on Education Policy and Schools, Families, and Communities offers scholars, students, and practitioners important new knowledge about how current policies impact families, schools, and community partnerships. The book’s authors share a critical orientation towards policy and policy research and invite readers to think differently about what policy is, who policymakers are, and what policy can achieve. Their chapters discuss findings from research grounded in diverse theories, including institutional ethnography, critical disability theory, and critical race theory. The authors encourage scholars of family, school, and community partnerships to ask who benefits from policies (and who loses) and how proposed reforms maintain or disrupt existing relations of power. The chapters present original research on a broad range of policies at the local, state/provincial, and national levels in Canada and the USA. Some authors look closely at the enactment of specific district policies, including a school district’s language translation policy and a policy to create local advisory bodies as part of decentralization efforts. Other chapters reveal the often unacknowledged yet necessary work parents do to meet their children’s needs and enable schools to operate. A few chapters focus on challenges and paradoxes of including families and community members in policymaking processes, including a case where parents demonstrated a preference for a policy that research demonstrates can be detrimental to their children’s future education opportunities. Another set of chapters emphasizes the centrality of policy texts and how language influences the educational experiences and engagement of students and their families. Each chapter concludes with a discussion of implications of the research for educators, families, and other community partners.
