This book offers a general introduction to and analysis of the history, theory and public policy of Australian local government systems. Conceived in an international comparative context and primarily from within the discipline of political studies, it also incorporates elements of economics and public administration. Existing research tends to conceptualise Australian local government as an element of public policy grounded in an 'administrative science' approach. A feature of this approach is that generally normative considerations form only a latent element of the discussions, which is invariably anchored in debates about institutional design rather than the normative defensibility of local government. The book addresses this point by providing an account of the terrain of theoretical debate alongside salient themes in public policy.
This book examines the resurgence in Australia of locality-based social policy (concerned with the spatial dimensions of disadvantage), after the political failures of the market oriented approach to regional reform. The book proposes that these trends are leading to a new 'post-competition' policy regime in Australia that mirrors global policy trends.
Contributors provide insights into key themes impacting local governance in two federations with much in common historically, culturally, and politically: Australia and Canada. These essays examine changes in the Australian and Canadian systems through four thematic lenses: citizen participation in government systems, the restructuring and reform of local governments, the use of performance measures and management systems in the administration of local governments, and the relations of local governments within higher levels of governments.
This book addresses and explores recent trends in the field of local and urban governance. In the last decades, in different regions of the world, there is ample evidence that sub-national government, in particular the field of local governance, is in a permanent state of change and reflux, although with differences that reflect national particularities. Since these institutional changes have an impact in the local policy process, in the delivery of public services, in the local democracy, and in the quality of life, it is mandatory to monitor these continued institutional changes, to learn and develop with these changes, if possible before these experiences are transferred and replicated in other countries. The editor and contributors address issues of interest for a wide audience, comprising of students and researchers in various disciplines, and policy makers at both national and sub-national tiers of government.
Important policy problems rarely fit neatly within existing territorial boundaries. There are a host of challenges that confront local government in the 21st century: delivering quality services; lack of finance and local fiscal autonomy; engaging citizens and communities in meaningful and authentic ways; forming effective partnerships which incentivize local actors to find solutions to the many complex and intractable issues facing communities; generating inclusive and sustainable development; implementing strategies for disaster risk reduction; managing transparent communications; and, rapidly evolving technologies and socio-economic demographics. The Governance of Local Communities: Global Perspectives and Challenges is about the role that ideas, institutions, and actors play in structuring how people govern local communities and, more specifically, the types of adaptations necessary in local government roles and responsibilities, structures, and processes to effectively respond to a changing local government environment. Collaboration has emerged as a central concept in public policy circles in Australia and a panacea to the complex challenges facing Australia. But is this really the cure-all it seems to be? While local government is found in all federal countries, its place and role in the governance of these countries varies considerably. In some countries, local government is considered an essential part of the federal nature of the state and recognized in the constitution as such, whereas in others it is simply a creature of the subnational states/provinces. When referring to local government it is more correct to refer to local governments (plural), as these institutions come in all shapes and sizes, performing widely divergent functions. They range from metropolitan municipalities of mega-cities to counties, small town councils, and villages. Their focus is either multi-purpose in the case of municipalities or single purpose in the case of special districts and school districts. What unites these institutions of state is that there is no level of government below them. That is also their strength and the source of their democratic claim - they are the government closest to the people. It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.
