In the post-Soviet Tajikistan, rural people have experienced rapid and painful changes due to both the increasing political and economic inequalities and the globalization processes of political Islam, labor migration, and development interventions. In such a situation, state elites, religious notables, and their local and international allies take joint actions to prevent another civil clash. As a part of their efforts, they highlight local people's family, communal, and Islamic identities and norms. This dual job of the elites is to protect their "modern" power by "traditional" means. This volume addresses the crucial role of knowledge and innovation in coping with and adapting to socio-economic and political transformation processes in post-Soviet societies. Unique are the bottom up or micro-sociological and ethnographic perspectives offered by the book on the processes of post-Soviet transformations in Central Asia and the Southern Caucasus. Three thematic fields form the structuring frame: cultures of knowledge production and sharing in agriculture; local governance arrangements and knowledge production; and finally, the present situation of agricultural advisory services development.
This book examines China’s relations with its weak peripheral states through the theoretical lens of structural power and structural violence. China’s foreign policy concepts toward its weak neighbouring states, such as the ‘One Belt, One Road’ strategy, are premised on the assumption that economic exchange and a commitment to common development are the most effective means of ensuring stability on its borders. This book, however, argues that China’s overreliance on economic exchange as the basis for its bilateral relations contains inherently self-defeating qualities that have contributed and can further contribute to instability and insecurity within China’s periphery. Unequal economic exchange between China and its weak neighbours results in Chinese influence over the state’s domestic institutions, what this book refers to as ‘structural power’. Chinese structural power, in turn, can undermine the state’s development, contribute to social unrest, and exacerbate existing state/society tensions—what this book refers to as ‘structural violence’. For China, such outcomes lead to instability within its peripheral environment and raise its vulnerability to security threats stemming from nationalism, separatism, terrorism, transnational organised crime, and drug trafficking, among others. This book explores the causality between China’s economically-reliant foreign policy and insecurity in its weak peripheral states and considers the implications for China’s security environment and foreign policy. This book will be of much interest to students of Chinese politics, Asian security studies, international political economy and IR in general.
The southernmost and poorest state of the Eurasian space, Tajikistan collapsed immediately upon the fall of the Soviet Union and plunged into a bloody five-year civil war (1992–1997) that left more than 50,000 people dead and more than half a million displaced. After the 1997 Peace Agreements, Tajikistan stood out for being the only post-Soviet country to recognize an Islamic party—the Islamic Renaissance Party of Tajikistan (IRPT)—as a key actor in the civil war as well as in postwar reconstruction and democratization. Tajikistan’s linguistic and cultural proximity to Iran notwithstanding, the balance of external powers over the country remains fairly typical of Central Asia, with Russia as the major security provider and China as its principal investor. Another specificity of Tajikistan is its massive labor migration flows toward Russia. Out of a population of eight million, about one million work abroad seasonally—one of the highest rates of departure in the world. Migration trends have impacted Tajikistan’s economy and rent mechanisms: half of the country’s GDP comes from migrant remittances, a higher share than anywhere else in the world. However, it is in the societal and cultural realms that migration has had the most transformative effect. Migrants’ cultural and societal identities are on the move, with a growing role given to Islam as a normative tool for regulating the cultural shock of migration. Islam, and especially a globalized fundamentalist pietist movement, regulates both physical and moral security in workplace and other settings, and brings migrants together to make their interactions meaningful and socio-politically relevant. It offers a new social prestige to those who work in an environment seen as threatening to their Islamic identity. The first section of this volume investigates the critical question of the nature of the Tajik political regime, its stability, legitimacy mechanisms, and patterns of centralization. In the volume’s second part, we move away from studying the state to delve into the societal fabric of Tajikistan, shaped by local rural specificities and social vulnerabilities in the health sector and gender relationships. The third section of the volume is devoted to identity narratives and changes. While the Tajik regime works hard to control the national narrative and the interpretation of the civil war, society is literally and figuratively on the move, as migration profoundly reshapes societal structures and cultural values.
The collapse of the USSR wrought dramatic changes in Eurasia, both in terms of the structure of state power within the region, and the ways in which Western states and international organisations engaged with it. Analyses of conflict in this region remain rooted in supposed ‘global models’, often assuming that patterns of state failure are due to resistance to the liberal model of peacebuilding. This book sets out a challenge to these assumptions and framings. It not only questions but resolutely dismisses the notion that the peacebuilding methods favoured by Western states remain the most salient in Eurasia. Instead, it develops a framework that seeks to conceptualise the ways in which non-liberal actors contest or transform globally promoted norms of conflict management and promote alternative ones in their place. Authoritarian Conflict Management (ACM) consists of an ensemble of norms and practices in which non-liberal actors attempt to exert sustained hegemonic control over the local discursive, economic and spatial realms in a given territory. With case studies ranging from Afghanistan to Uzbekistan, Xinjiang to the Caucasus, the chapters shed light on the ways in which local and regional actors enact practice of ACM in order to impose stability in conflict-prone localities, thereby challenging the Western-led consensus known as the ‘liberal peace’.

This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. “There is more than enough water in the world for domestic purposes, for agriculture and for industry. (...) In short, scarcity is manufactured through political processes and institutions (...). ” (United Nations Human Development Report 2006: 3) Water scarcity, water crisis, water wars – since the beginning of the 1990s these terms have appeared again and again in scientific debates, political strategies, and media reports. Water is perceived as a scarce resource that needs efficient management in order to satisfy all needs and to prevent violent conflicts over its distribution. Considerable research has been devoted to this topic. In this research, water is commonly referred to as a common pool resource: a n- excludable public good with rivalry in terms of consumption. Hence, research has long focused on collective action problems in managing this common pool resource (e. g. Ostrom 1990, 1992). In recent years, anthropological and sociological scholars in particular have criticized that in these studies the complexity of water, its embeddedness in a wider cultural and social c- text, and the role of power have been neglected. Water is different from other natural - sources in some important aspects: its mobility, its variability, and its multiplicity (Mehta 2006: 2f; Linton 2006: [10]). Mobility makes ownership claims difficult: Water moves, transcending state borders, not fixed like other resources. Variability refers to the fact that its availability varies temporarily, depending on weather conditions.
