The book examines the phenomenon of crafting transnational policing. By this term is meant the different forms of engagement in policing reform by international donors, national governments, foreign police and law enforcement agencies in the domestic policing agencies and programs of recipient countries. It includes, inter alia, peace-keeping in post-conflict situations, reconstruction and capacity-building as part of nation- or state-building exercises, and the provision of technical assistance in relation to certain aspects of law enforcement. In each instance, there is a cross-border provision of resources with a view to shaping the kind of policing provided in recipient nations. Why do some countries engage in these activities? Why has policing become a preferred form of foreign policy engagement in some countries? What forms of policing development are provided? How are they delivered? And how are they received? How should these kinds of assistance and/or interventions be conducted in future? In this regard, is there a non-negotiable 'core' of good policing that needs to be developed and nurtured as an integral part of all defensible transnational policing engagements? These are some of the questions raised by the contributions to this book. The book arises primarily from papers presented at a workshop held in Onati, Spain in July 2004 on the emergence of a global constabulary ethic. The book has also been supplemented by two solicited chapters.

Since the Tiananmen Square incident in 1989 there has been increasing international pressure on China to improve its approach to human rights, whilst at the same time the Chinese government has itself realised that it needs to improve its approach, and has indeed done much to implement improvements. This book explores systematically the international engagement in human rights in China and assesses the impact of such foreign involvement. It looks at particular areas including criminal justice, labour, and religious freedom, considers the processes by which international pressure is brought to bear and the processes by which improvements are implemented in China, and concludes that, whilst China’s human rights record has improved more than many people realise, further improvements are still needed.
Profound distrust commonly characterizes not only the relationship between citizens and state institutions, but also social, as well as inter- and intra-state relations. This impacts the effectiveness and quality of the service provided by state institutions. The degree to which police and judicial reforms are able to generate trust on these fronts is therefore an important yardstick to judge their relevance under varying circumstances of 'post-authoritarian rule', but this question is largely ignored inthe current literature on policing and reform. From this perspective, Policing Insecurity: Police Reform, Security, and Human Rights in Latin America suggests an agenda of future reforms for the region, drawing and building upon policing reform experiences throughout the Latin America, looking at issues such as impunity, professionalization, community policing, as well as accountability and training of the police. By explicitly linking issues of state-social trust, democratic transition, human rights, and security, these case studies provide a basis for the wider discussion in the book about prerequisites for the success or failure of police reforms, thus adding to our empirical and theoretical knowledge in these areas and introducing an importantdimension to the literature on police reform, security, and human rights.
