This book investigates civil society regionalization in Southern Africa. The point of departure is the study of 'new regionalism', which refers to the wave of regional integration globally since the 1980s. However, whilst the current regionalism studies undoubtedly contributes to a deeper understanding of regional processes, important gaps remain, in particular the relatively scant emphasis given to civil society. This particularly relates to regions in the global South, including Southern Africa. The overarching aim of this book is therefore to analyse the dynamics of civil society regionalization in Southern Africa, both empirically and from a theoretical perspective, through analysing the cases of trade and HIV/AIDS. The study finds that CSOs can be more active in regional governance than has previously been conceptualized and are also highly active in terms of constructing regionalization through framing issues and, to a less extent, making identities 'regional'. Furthermore, the book enhances knowledge of the heterogeneous nature of civil society regionalization. Lastly, it is demonstrated that 'going regional' is only partly an autonomous process and also has to be understood as under the influence of the deeper statist and capitalist social structures marking the regional order in Southern Africa.
Integrating information and communication technologies (ICTs) into governance processes can greatly enhance the delivery of public services to all citizens. ICT integration will not only improve the performance of governance systems, it will also transform relationships amongst stakeholders, thereby influencing policymaking processes and regulatory frameworks. In the developing world, however, the potential of ICTs for effective governance remains largely unexplored and unexploited. This book presents the context, theory, and current thinking on the interaction between ICTs and local governance, particularly in Africa. It discusses the shift from OC governmentOCO to OC e-governance, OCO describes the role of local-level authorities, and presents the benefits and limitations of introducing ICTs in government operations. Case studies from Ghana, Senegal, South Africa, and Uganda describe local governance/ICTs projects executed by civil society organizations, academic institutions, and government authorities. Since 1963, when the African integration project was born, regional Economic Communities (RECs) have been an indispensable part of the continents deeper socioeconomic and political integration. More than half a century later, such regional institutions continue to evolve, keeping pace with an Africa that is transforming itself amid challenges and opportunities. RECs represent a huge potential to be the engines that drive the continents economic growth and development as well as being vehicles through which a sense of a continental community is fostered. This book examines the role of the Economic Community of West African States (ECOWAS) practitioners in coordinating, creating, and managing regional governance practices in the areas of public health, peace and security, and microfinancial integration. Since 1975, there have been many failed and successful attempts at unconstitutional government changes in West Africa. During this same period, numerous instruments have been designed to promote peace and security in the region. This book examines the role of bureaucratic actors in the ECOWAS in harmonizing regional integration policy in West Africa. Using data from fieldwork in several countries in West Africa, Balogun observes how ECOWAS practitioners network and strategically engage regional stakeholders in health, peace and security, and finance as a means to deepen harmonization between ECOWAS Member States and build a connection with civil society. Balogun argues that the founding conditions of ECOWAS set the organization on an institutional path to adapt its approaches to regional governance. Region-Building in West Africa challenges the idea that self-interested leaders limit regional cooperation. Comparative regional integration has met with increasing interest over the last twenty years with the emergence or reinforcing of new regional dynamics in the EU, NAFTA, MERCOSUR and ASEAN. This volume systematically and comparatively analyses the reasons for regional integration and stalemate in European, Latin American and Asian regional integration. It examines whether regional integration systems change in crisis periods, or more precisely in periods of economic crises, and why they change in different directions. Based on a neo-institutionalist research framework and rigorously comparative research design, the individual chapters analyse why financial and economic crises lead to more or less integrated systems and which factors lead to these institutional changes. Specifically it addresses institutional change in regional integration schemes, power relations between member states and the institutions in different policy domains, and change in individual or collective citizens’ attitudes towards regional integration. This book offers a unique analysis of the participatory spaces available for civil society organisations (CSOs) in Caribbean governance. It reveals the myriad ways in which the region’s CSOs have contributed to enriching Caribbean societies and to scaffolding Caribbean regionalism, and also uncovers that despite their contributions, Caribbean CSOs (and civil society more broadly) have found limited space for involvement in governance. The author peers into Caribbean state-civil society participatory dynamics using in-depth country case studies (Barbados and Trinidad and Tobago), mini-case studies and evaluations of the approaches to inclusion within the regional institutions of the Caribbean Community (CARICOM) and the Organisation of Eastern Caribbean States (OECS). This novel contribution to the Caribbean civil society literature uses these assessments to make a case for regularising state-civil society collaborative practices to enhance the quality of democracy in the region.
In recent years civil society has been seen as a key route for democracy promotion and solving development ‘problems’ in low-income countries. However, the very concept of civil society is deeply rooted in European traditions and values. In pursuing civil society reform in non-Western countries, many scholars along with well-meaning international agencies and donor organisations fail to account for non-Western values and historical experiences. Civil Society in the Global South seeks to redress this balance by offering diverse accounts of civil society from the global South, authored by scholars and researchers who are reflecting on their observations of civil society in their own countries. The countries studied in the volume range from across Africa, Latin America, Asia and the Middle East to give a rich account of how countries from the global south conceptualise and construct civil society. The book demonstrates how local conditions are often unsuited to the ideal type of civil society as delineated in Western values, for instance in cases where numerous political, racial and ethnic sub-groups are ‘fighting’ for autonomy. By disentangling local contexts of countries from across the global South, this book demonstrates that it is important to view civil society through the lens of local conditions, rather than viewing it as something that needs to be ‘discovered’ or ‘manufactured’ in non-Western societies. This book examines regional integration in Africa, with a particular focus on the Southern African Development Community (SADC). It argues that the SADC’s pursuit of a rationalist and state-centric form of integration for Southern Africa is limited, as it overlooks the contributory role and efficacy of non-state actors, who are relegated to the periphery. The book demonstrates that civil society networks in Southern Africa constitute well-governed, self-organised entities that function just like formal regional arrangements driven by state actors and technocrats. The book amplifies this point by deploying New Institutionalism and the New Regionalism Approach to examine the role and efficacy of non-state actors in building regions from below. The book develops a unique typology that shows how Southern African regional civil society networks adopt strategies, norms and rules to establish an efficient form of alternative integration in the region. Based on a critical analysis of this self-organised regionalism, the book projects the reality that alternative regionalism driven by non-state actors is possible. This book expands the study of regionalism in the SADC, and makes a significant and innovative contribution to the study of contemporary regionalism.
