Exploring academic and policy thinking on e-participation, this book opens up the organizational and institutional 'black box' and provides new insights into how public administrations in 15 European states have facilitated its implementation.
Oleksandra Keudel proposes a novel explanation for why some local governments in hybrid regimes enable citizen participation while others restrict it. She argues that mechanisms for citizen participation are by-products of political dynamics of informal business-political (patronal) networks that seek domination over local governments. Against the backdrop of either competition or coordination between patronal networks in their localities, municipal leaders cherry-pick citizen participation mechanisms as a tactic to sustain their own access to resources and functions of local governments. This argument is based on an in-depth comparative analysis of patronal network arrangements and the adoption of citizen participation mechanisms in five urban municipalities in Ukraine during 2015-2019: Chernivtsi, Kharkiv, Kropyvnytskyi, Lviv, and Odesa. Fifty-seven interviews with citizen participation experts, local politicians and officials, representatives of civil society and the media, as well as utilization of secondary analytical sources, official government data, and media reports provide a rich basis for an investigation of context-specific choices of municipal leaders that result in varying mechanisms for citizen participation.
Public authorities from all levels of government increasingly turn to Citizens' Assemblies, Juries, Panels and other representative deliberative processes to tackle complex policy problems ranging from climate change to infrastructure investment decisions. They convene groups of people representing a wide cross-section of society for at least one full day – and often much longer – to learn, deliberate, and develop collective recommendations that consider the complexities and compromises required for solving multifaceted public issues.
This book addresses and explores recent trends in the field of local and urban governance. It focuses on three domains: institutional reforms in local government; inter-municipal cooperation; and citizen participation in local governance. In the last decades, in different regions of the world, there is ample evidence that sub-national government, in particular the field of local governance, is in a permanent state of change and reflux, although with differences that reflect national particularities. Since these institutional changes have an impact in the local policy process, in the delivery of public services, in the local democracy, and in the quality of life, it is mandatory to monitor these continued institutional changes, to learn and develop with these changes, if possible before these experiences are transferred and replicated in other countries. The editor and contributors address issues of interest for a wide audience, comprising of students and researchers in various disciplines, and policy makers at both national and sub-national tiers of government.
This book discusses some of the main challenges that arise in the management of modern democracies, with a focus on the role of citizens and their perceptions of government. A theoretical and practical framework is suggested for dealing with some of the most urgent problems that governments face today: the balance between bureaucracy and democracy and between political and administrative concerns; the pressing economic concerns in a market-based, globalized knowledge society and the changes in the relationship of trust amongst the players. At the heart of the analysis is the idea that running governments effectively means settling the potential conflicts between all those who are involved in the governmental process and in the making of public policy and public actions. The authors suggest approaches for strengthening the trust in democratic institutions and cooperation between the main actors in the democratic sphere, without compromising on the need to ensure effective governance.
Ortwin Renn Thomas Wehler Peter Wiedemann In late July of 1992 the small and remote mountain resort of Morschach in the Swiss Alps became a lively place of discussion, debate, and discourse. Over a three-day period twenty-two analysts and practitioners of public participation from the United States and Europe came together to address one of the most pressing issues in contemporary environmental politics: How can environmental policies be designed in a way that achieves both effective protection of nature and an adequate representation of public values? In other words, how can we make the environmental decision process competent and fair? All the invited scholars from academia, international research institutes, and governmental agencies agreed on one fundamental principle: For environmental policies to be effective and legitimate, we need to involve the people who are or will be affected by the outcomes of these policies. There is no technocratic solution to this problem. Without public involvement, environmental policies are doomed to fail. The workshop was preceded by a joint effort by the three editors to develop a framework for evaluating different models of public participation in the environmental policy arena. During a preliminary review of the literature we made four major observations. These came to serve as the primary motivation for this book. First, the last decade has witnessed only a fair amount of interest within the sociological or political science communities in issues of public participation.
This text assembles the evidence of how democratic institutions and processes are changing and considers the larger implications of these reforms for the nature of democracy. The findings point to a new style of democratic politics that expands the nature of democracy.
Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.
This book examines a wide range of country experiences, offers examples of good practice, highlights innovative approaches and identifies promising tools (including new information technologies)for engaging citizens in policy making. It proposes a set of ten guiding principles.
