This volume brings together scholars from different disciplines and nations to examine and assess the effectiveness of China's soft power initiatives in Africa. It throws light not only on China's engagement with Africa but also on how China's increasing influence is received in the African media.
This book examines the phenomenal growth over recent years of StarTimes, a Chinese pay-TV company with around 30 million subscribers providing satellite television to 20 African countries. The broadcaster, whose markets include demographic groups deemed uneconomic by Western television providers, combines entertainment such as Chinese drama and Kung Fu content dubbed into African languages with Chinese state programming, thus making the station at least partially a public diplomacy instrument. At the same time, the channel provides new indigenous language channels, widened access to television in rural areas, and sponsors African soccer brands. The book considers all aspects of StarTimes: how it fits into China’s development assistance programmes; its structure as a private company nonetheless financed by Chinese banks; and, based on extensive interview research in Ghana, Kenya and Zambia, how the station is perceived by media professionals. Overall, the book shows how this major Chinese international media expansion both contributes very significantly to African development in a way which is sensitive to local concerns, and at the same time enhances China’s international image.

Promoting China's cultural soft power by disseminating modern Chinese values is one of the policies of President Xi Jinping. Although, it is usually understood as a top-down initiative, implemented willingly or unwillingly by writers, filmmakers, artists, and so on, and often manifesting itself in clumsy and awkward ways, for example, the concept of "the Chinese dream," intended to rival and perhaps appeal more strongly than "the American dream," modern Chinese values are in fact put forward in many ways by many different cultural actors. Through analyses of film festivals, CCTV, Confucius Institutes, auteurs, blockbusters, reality TV, and online digital cultures, this book exposes the limitations of China's officially promoted soft power in both conception and practice, and proposes a pluralistic approach to understanding Chinese soft power in local, regional, and transnational contexts. As such, the book demonstrates the limitations of existing theories of soft power, and argues that the US-derived concept of soft power can benefit from being examined from a China perspective.

Chinese Media in Africa: Perception, Performance, and Paradox analyzes the debate on Chinese media expansion in Africa and its implication for the African media landscape by engaging with African journalists who train and work in Chinese media organizations based in Africa. Emeka Umejei analyzes how African journalists that enter the sphere of Chinese media, often with libertarian notions of journalism, are able to navigate the collisions and collusions that inform journalism in these settings. Through extensive interviews with African journalists, Umejei explores the constant negotiation of freedoms—including the ability to always work in relation to African reality—within state-controlled media organizations. These interviews bring to light the paradoxical nature of Chinese media organizations that both preach equality with Africa and simultaneously promote Chinese hegemony in the media, highlighting the diverse contours that shape and influence journalism practices in these settings. Chinese Television and Soft Power Communication in Australia discusses China’s soft power communication approach and investigates information handling between China and its targeted audiences in the eyes of key influencers – intermediate elites (public diplomacy policy elites in particular) in China and Australia. It explores CGTN (with staff from several professional cultures) and conducts a systemic test of how successful/unsuccessful China’s soft power message projection is in terms of congruence between projected and received frames as a pivotal factor of its power status. The analysis is based on a case study of frames in the messaging on Chinese international TV about China’s Belt and Road Initiative and in the minds of Australian public diplomacy policy elites. The question raised is whether and how Australia is listening.
This book aims to study China's economic statecraft in the contemporary era in a comprehensive manner. It attempts to explore China's approaches to using its economic, trade, investment, and financial power for the pursuit of its political, security, and strategic interests at the regional and global levels. The volume addresses three major issue areas in particular. The first issue pertains to how Beijing has used its economic clout to protect what it perceives as its 'core interests' in its external relations. Three cases are included: the Taiwan issue, human rights, and territorial dispute in the South China Sea.
