This book examines the ways in which China’s universities have changed in the dramatic move to a mass stage which has unfolded since the late 1990s. Twelve universities in different regions of the country are portrayed through the eyes of their students, faculty and leaders. The book begins with the national level policy process around the move to mass higher education. This is followed by an analysis of the views of 2,300 students on the 12 campuses about how the changes have affected their learning experiences and civil society involvement. The 12 portraits in the next section are of three comprehensive universities, three education-related universities, three science and technology universities, and three newly emerging private universities. The final chapter sketches the contours of an emerging Chinese model of the university, and explores its connections to China’s longstanding scholarly traditions
The history of modern Chinese schools in Peninsular Malaysia is a story of conflicts between Chinese domiciled there and different governments that happened or happen to rule the land. Before the days of the Pacific War, the British found the Chinese schools troublesome because of their pro-China political activities. They established measures to control them. When the Japanese ruled the Malay Peninsula, they closed down all the Chinese schools. After the Pacific War, for a decade, the British sought to convert the Chinese schools into English schools. The Chinese schools decoupled themselves from China and survived. A Malay-dominated government of independent Peninsular Malaysia allowed Chinese primary schools to continue, but finally changed many Chinese secondary schools into National Type Secondary Schools using Malay as the main medium of instruction. Those that remained independent, along with Chinese colleges, continued without government assistance. The Chinese community today continues to safeguard its educational institutions to ensure they survive.
China’s rise, an increasing emphasis on international education benchmarking, and a global recognition of East Asian countries’ success in this regard have brought the issue of Chinese education to the forefront of public consciousness. Although an entirely unknown part of higher education worldwide, there are literally hundreds of universities that are owned/managed by families around the world. These institutions are an important subset of private universities—the fastest growing segment of higher education worldwide. Family-owned or managed higher education institutions (FOMHEI) are concentrated in developing and emerging economies, but also exist in Europe and North America. This book is the first to shed light on these institutions—there is currently no other source on this topic. Who owns a university? Who is in charge of its management and leadership? How are decisions made? The answers to these key questions would normally be governments or non-profit boards of trustees, or recently, for-profit corporations. There is another category of post-secondary institutions that has emerged in the past half-century challenging the time-honored paradigm of university ownership. Largely unknown, as well as undocumented, is the phenomenon of family-owned or managed higher education institutions. In Asia and Latin America, for example, FOMHEIs have come to comprise a significant segment of a number of higher education systems, as seen in the cases of Thailand, South Korea, India, Brazil and Colombia. We have identified FOMHEIs on all continents—ranging from well-regarded comprehensive universities and top-level specialized institutions to marginal schools. They exist both in the non-profit and for-profit sectors.

Originally published in 1985. China is currently making a massive effort to educate its workforce in a formal and structured system. A good deal has been written about China’s attempts, since 1949, to eradicate illiteracy and to universalise primary and secondary school education but the subject of this book is an educational system established to meet the needs of those already employed whether in government, industry or agriculture. Two study teams, sponsored by the lnternational Council for Adult Education, visited China in 1981 to explore this educational phenomenon. Their findings, updated by subsequent ICAE visits and enriched by further reading, form the basis of this book. This is the story of the Chinese experience of developing adult education. It will be valuable to those involved in extending education in the industrialised world who are pursuing modernisation goals for people long excluded from the formal education system.
