This book analyses Chinese social constructions of sovereignty in the context of the East China Sea conflict. It specifically explores China and Taiwan’s overlapping cross-Strait sovereignty claims and their domestic debates and policies towards the territorial dispute. Providing an up-to-date discussion of the East China Sea conflict, the book challenges conventional assumptions regarding both Beijing’s and Taipei’s adherence to the classical notion of Westphalian sovereignty. Instead, it brings China and Taiwan into the Constructivist analytical framework and develops a domestic agency-focused approach to demonstrate the social power of ideas and the centrality of domestic actors in the production of sovereignty. Offering a comprehensive examination of Chinese, Taiwanese, Japanese and US responses at the domestic and international levels, the book studies the sovereignty narratives and the coordination of efforts made by the PRC and ROC authorities to counter Japan’s territorial claims in the East China Sea. Today's hearing will cover China's maritime disputes in the East and South China Seas. We'll examine the security, political, legal, and economic drivers of these disputes in our three panels today. The first panel will begin by discussing the broad security situation on the high seas. As China's maritime forces have become more capable over the past decade, Beijing has become more confident in its ability to assert its claims in the disputed areas. Beyond China's "hard" security concerns, however, other domestic, political, and legal elements shape China's policy in the East and South China Seas. Our second panel will consider popular nationalism as one of these elements. It has become a key driver of Chinese foreign policy as personality politics in Beijing has given way to a collective leadership seeking Party legitimacy. We'll conclude with a panel on how resources and economic drivers shape China's maritime disputes. Security of China's near seas is critical to the unimpeded flow of trade and imported energy resources. Combining practical and theoretical approaches, this book addresses the political, legal and economic implications of maritime disputes in East Asia. The maritime disputes in East Asia have multiplied over the past few years, in parallel with the economic growth of the countries in the region, the rise of nationalist movements, fears and sometimes fantasies regarding the emergence of the People’s Republic of China (PRC) as a global power, increasing military expenses, as well as speculations regarding the potential resources in various disputed islands. These disputes, however, are not new and some have been the subject of contention and the cause of friction for decades, if not centuries in a few cases. Offering a robust analysis, this volume explores disputes through the different lenses of political science, international law, history and geography, and introduces new approaches in particular to the four important disputes concerning Dokdo/Takeshima, Senkaku/Diaoyu, Paracels and Spratlys. Utilising a comparative approach, this book identifies transnational trends that occur in the different cases and, therefore, at the regional level, and aims to understand whether the resurgence of maritime disputes in East Asia may be studied on a case by case basis, or should be analysed as a regional phenomenon with common characteristics. In the past decade, tensions in Asia have risen as Beijing has become more assertive in maritime disputes with its neighbors and the United States. Although taking place below the threshold of direct military confrontation, China’s assertiveness frequently involves coercive elements that put at risk existing rules and norms; physical control of disputed waters and territory; and the credibility of U.S. security commitments. Regional leaders have expressed increasing alarm that such “gray zone” coercion threatens to destabilize the region by increasing the risk of conflict and undermining the rules-based order. Yet, the United States and its allies and partners have struggled to develop effective counters to China’s maritime coercion. This study reviews deterrence literature and nine case studies of coercion to develop recommendations for how the United States and its allies and partners could counter gray zone activity.
China’s maritime “gray zone” operations represent a new challenge for the U.S. Navy and the sea services of our allies, partners, and friends in maritime East Asia. There, Beijing is waging what some Chinese sources term a “war without gunsmoke.” Already winning in important areas, China could gain far more if left unchecked. One of China’s greatest advantages thus far has been foreign difficulty in understanding the situation, let alone determining an effective response. With contributions from some of the world’s leading subject matter experts, this volume aims to close that gap by explaining the forces and doctrines driving China’s paranaval expansion, operating in the “gray zone” between war and peace. The book covers China’s major maritime forces beyond core gray-hulled Navy units, with particular focus on China’s second and third sea forces: the “white-hulled” Coast Guard and “blue-hulled” Maritime Militia. Increasingly, these paranaval forces, and the “gray zone” in which they typically operate, are on the frontlines of China’s seaward expansion.
This book analyses the origins of security dilemmas in the South China Sea (SCS) and the significance of China’s actions in asserting its claim from the perspective of defensive realist theory. In its analysis, the book argues that security dilemmas in the SCS first arose between China and other SCS claimants, and then between China and the United States. Research in this book provides significant support to the defensive realist theory vis-à-vis offensive realism. It encourages adopting a reassurance policy to reach a peaceful resolution to the SCS disputes between China, the other claimants, and the United States. The book will be useful for policymakers, academics, researchers and students.
This book provides a comprehensive history of the emergence and the formation of the concept of sovereignty in China from the year 1840 to the present. It contributes to broadening the history of modern China by looking at the way the notion of sovereignty was gradually articulated by key Chinese intellectuals, diplomats and political figures in the unfolding of the history of international law in China, rehabilitates Chinese agency, and shows how China challenged Western Eurocentric assumptions about the progress of international law. It puts the history of international law in a global perspective, interrogating the widely-held belief of international law as universal order and exploring the ways in which its history is closely anchored to a European experience that fails to take into account how the encounter with other non-European realities has influenced its formation.
Chinese nationalism is powered by a narrative of China's century of shame and humiliation in the hands of imperialist powers and calls for the Chinese government to redeem the past humiliations and take back all "lost territories." The continuing surge of Chinese nationalism in the early 21st century therefore has fed a roiling sense of anxiety in many political capitals about whether a virulent nationalism has emerged to make China’s rise anything but peaceful. This book addresses this anxiety by examining the domestic sources and foreign policy implications of Chinese nationalism in the early 21st century. It is divided into three parts. Part I is an overview of the scholarly debate about if the rise of Chinese nationalism has driven China’s foreign policy in a more irrational and inflexible direction in the first one and half decades of the 21st century. Part II analyzes the construction of Chinese nationalism by a variety of domestic forces, including the communist state, the angry youth (fen qing), liberal intellectuals, and ethnic groups. Part III explores whether Chinese nationalism is affirmative, assertive, or aggressive through the case studies of China’s maritime territorial disputes with Japan in the East China Sea and with several Southeast Asian countries in the South China Sea, the border controversy over the ancient Koguryo with Korea, and the cross-Taiwan Strait relations.
