Today opponents of large-scale dam projects in China, rather than being greeted with indifference or repression, are part of the hydropower policymaking process itself. What accounts for this dramatic change in this critical policy area surrounding China's insatiable quest for energy? In China's Water Warriors, Andrew C. Mertha argues that as China has become increasingly market driven, decentralized, and politically heterogeneous, the control and management of water has transformed from an unquestioned economic imperative to a lightning rod of bureaucratic infighting, societal opposition, and open protest. Although bargaining has always been present in Chinese politics, more recently the media, nongovernmental organizations, and other activists—actors hitherto denied a seat at the table—have emerged as serious players in the policy-making process. Drawing from extensive field research in some of the most remote parts of Southwest China, China's Water Warriors contains rich narratives of the widespread opposition to dams in Pubugou and Dujiangyan in Sichuan province and the Nu River Project in Yunnan province. Mertha concludes that the impact and occasional success of such grassroots movements and policy activism signal a marked change in China's domestic politics. He questions democratization as the only, or even the most illuminating, indicator of political liberalization in China, instead offering an informed and hopeful picture of a growing pluralization of the Chinese policy process as exemplified by hydropower politics. For the 2010 paperback edition, Mertha tests his conclusions against events in China since 2008, including the Olympics, the devastating 208 Wenchuan earthquake, and the Uighar and Tibetan protests of 2008 and 2009.
Drinking water and wastewater services must be provided to many sectors of a nation's economy, including its industrial, commercial, and residential sectors. This forms the scope of the water industry's activities and it explains why the privatization of water sanitation and water services has become a huge market and a much-debated issue in a number of jurisdictions. Historically the water industry has been run as a public service which is owned by the local or national government; however, recent trends suggest that the role of the private sector is increasing. The growing economic interests concerning water and wastewater services are generating a tension with the recent recognition of the human right to water and sanitation. This tension between human right and economic rules is the focus of this book, which reviews all the international rules that form the regulation of global water services.
Although accounting for about 20% of the global population, the People’s Republic of China (PRC) is endowed with only 7% of the world’s water resources. The country faces severe water scarcity, high levels of urbanization and population growth, and climate change. For the PRC’s continuing development, it must protect and develop its freshwater resources. This publication provides recommended policy initiatives to ensure the PRC’s 13th Five-Year Plan (2016–2020) contributes to significant improvements in national water security, particularly in extreme water-scarce provinces. Some actions proposed for increased water security are better water resources management, more cross-sector planning, deeper reform of the water pricing system, and creation of water markets.

Managing Water on China's Farms: Institutions, Policies and the Transformation of Irrigation under Scarcity is a comprehensive and current look at the water shortage problems in China. While China has emerged as a major player in the world economy, water is the most critical factor that limits the country's further growth. China's growing water problems also have a large impact worldwide, with public health as well as economic impacts. If China were to rely heavily on food produced outside of China, the massive volume of food imports would raise food prices internationally.
