The Chinese government has recently adopted a radical welfare approach by contracting out social services to non-governmental organisations (NGOs). This is a big departure from its traditional welfare model, whereby all public services were directly delivered by government agencies. This book examines this new welfare approach. It analyses the implementation of various types of services for individuals, families and communities – including medical social services, care of the elderly, probation services and much more. It discusses important issues arising from contracting out, considers the nature of the contracted NGOs and their services, and explores major problems encountered by both government agencies and NGOs. This book also compares the similarities and differences of contracting policies in different cities. Overall, the book provides an overview of one of the most important welfare policy changes in contemporary China.
A widespread conviction in the need to rescue China’s children took hold in the early twentieth century. Today the United States has one of the highest poverty rates among the world's rich industrial democracies. The Failed Welfare Revolution shows us that things might have turned out differently. During the 1960s and 1970s, policymakers in three presidential administrations tried to replace the nation's existing welfare system with a revolutionary program to guarantee Americans basic economic security. Surprisingly from today's vantage point, guaranteed income plans received broad bipartisan support in the 1960s. One proposal, President Nixon's Family Assistance Plan, nearly passed into law in the 1970s, and President Carter advanced a similar bill a few years later. The failure of these proposals marked the federal government's last direct effort to alleviate poverty among the least advantaged and, ironically, sowed the seeds of conservative welfare reform strategies under President Reagan and beyond. The Chinese Cultural Revolution began in 1966 and led to a ten-year-long reign of Maoist terror throughout China, in which millions died or were sent to labor camps in the country or subjected to other forms of extreme discipline and humiliation. Ji Xianlin was one of them. The Cowshed is Ji’s harrowing account of his imprisonment in 1968 on the campus of Peking University and his subsequent disillusionment with the cult of Mao. As the campus spirals into a political frenzy, Ji, a professor of Eastern languages, is persecuted by lecturers and students from his own department. His home is raided, his most treasured possessions are destroyed, and Ji himself must endure hours of humiliation at brutal “struggle sessions.” He is forced to construct a cowshed (a makeshift prison for intellectuals who were labeled class enemies) in which he is then housed with other former colleagues. His eyewitness account of this excruciating experience is full of sharp irony, empathy, and remarkable insights into a central event in Chinese history. In contemporary China, the Cultural Revolution remains a delicate topic, little discussed, but if a Chinese citizen has read one book on the subject, it is likely to be Ji’s memoir. When The Cowshed was published in China in 1998, it quickly became a bestseller. The Cultural Revolution had nearly disappeared from the collective memory. Prominent intellectuals rarely spoke openly about the revolution, and books on the subject were almost nonexistent. While the rise of social protection in the global North has been widely researched, we know little about the history of social protection in the global South. This volume investigates the experiences of four middle-income countries - Brazil, India, China and South Africa - from 1920 to 2020, analysing if, when, and how these countries articulated a concern about social issues and social cohesion. As the first in-depth study of the ideational foundations of social protection policies and programmes in these four countries, the contributions demonstrate that the social question was articulated in an increasingly inclusive way. The contributions identify the ideas, beliefs, and visions that underpinned the movement towards inclusion and social peace as well as counteracting doctrines. Drawing on perspectives from the sociology of knowledge, grounded theory, historiography, discourse analysis, and process tracing, the volume will be of interest to scholars across political science, sociology, political economy, history, area studies, and global studies, as well as development experts and policymakers.
