With many predicting the end of US hegemony, Russia and China's growing cooperation in a number of key strategic areas looks set to have a major impact on global power dynamics. A collaborative effort by scholars from the United States, China, and Japan, this volume focuses on the period 1972–1989, during which all three countries, brought together by a shared geopolitical strategy, established mutual relations with one another despite differences in their histories, values, and perceptions of their own national interest. Although each initially conceived of its political and security relations with the others in bilateral terms, the three in fact came to form an economic and political triangle during the 1970s and 1980s. But this triangle is a strange one whose dynamics are constantly changing. Its corners (the three countries) and its sides (the three bilateral relationships) are unequal, while its overall nature (the capacity of the three to work together) has varied considerably as the economic and strategic positions of the three have changed and post–Cold War tensions and uncertainties have emerged.
This absorbing study examines the change in American relations with China after 1949 from hostility to rapproachement, and to full normalization of the ties in 1979. Rosemary Foot goes on to examine the relationship after normalization, a period when the United States has come to view China as less of a challenge but still resistant to certain of the norms of the current international order. The book begins by examining US efforts to build, and then maintain an international and domestic consensus behind its China policy. It then looks at changing US perceptions of the capabilities of the Chinese state. It shows how American positions on Chinese representation at the UN and on the trade embargo were subtly eroded, not least by changes in US domestic public opinion. The author argues that previous explantions of American relations with China have dwelt too single-mindedly on ideas associated with the strategic triangle and that instead we need to embed our understanding of the evolution of American relations with China within a wider structure of relationships at the global and domestic level. Why have some former enemy countries established durable peace while others remain mired in animosity? When and how does historical memory matter in post-conflict interstate relations? Focusing on two case studies, Yinan He argues that the key to interstate reconciliation is the harmonization of national memories. Conversely, memory divergence resulting from national mythmaking harms long-term prospects for reconciliation. After WWII, Sino-Japanese and West German-Polish relations were both antagonized by the Cold War structure, and pernicious myths prevailed in national collective memory. In the 1970s, China and Japan brushed aside historical legacy for immediate diplomatic normalization. But the progress of reconciliation was soon impeded from the 1980s by elite mythmaking practices that stressed historical animosities. In contrast, from the 1970s West Germany and Poland began to de-mythify war history and narrowed their memory gap through restitution measures and textbook cooperation, paving the way for significant progress toward reconciliation after the Cold War.

The twelve essays in this volume underscore the similarities between Chinese and American approaches to bilateral diplomacy and between their perceptions of each other’s policy-making motivations. Much of the literature on U.S.–China relations posits that each side was motivated either by ideologically informed interests or by ideological assumptions about its counterpart. But as these contributors emphasize, newly accessible archives suggest rather that both Beijing and Washington developed a responsive and tactically adaptable foreign policy. Each then adjusted this policy in response to changing international circumstances and changing assessments of its counterpart’s policies. Motivated less by ideology than by pragmatic national security concerns, each assumed that the other faced similar considerations.

In the Ruins of the Japanese Empire concludes that early East Asian Cold War history needs to be studied within the framework of post-imperial history. Japan’s surrender did not mean that the Japanese and former imperial subjects would immediately disavow imperial ideology. The end of the Japanese empire unleashed unprecedented destruction and violence on the periphery. Lives were destroyed; names of cities altered; collaborationist regimes—which for over a decade dominated vast populations—melted into the air as policeman, bureaucrats, soldiers, and technocrats offered their services as nationalists, revolutionaries or communists. Power did not simply change hands swiftly and smoothly. In the chaos of the new order, legal anarchy, revenge, ethnic displacement, and nationalist resentments stalked the postcolonial lands of northeast Asia, intensifying bloody civil wars in societies radicalized by total war, militarization, and mass mobilization. Kushner and Levidis’s volume follows these processes as imperial violence reordered demographics and borders, and involved massive political, economic, and social dislocation as well as stubborn continuities.
