This volume is an updated survey and assessment of the recent policy initiatives of Hu Jintao and Wen Jiabao, which have come to be known as the Hu-Wen's New Deal. Individual chapters are written by scholars from different academic disciplines and backgrounds. These scholars hail from Singapore, the United States, Australia, Korea, Hong Kong, Taiwan and Mainland China.Topics cover the patterns and process of leadership succession, emerging political factions, social unrest, sources of economic growth, income disparities, social security reform, land use policy, banking reform, corporate governance, labor and population policies, rule of law, and changes in the Party and ideology. In the last two decades of the 20th century, China stood out as the world''s star performer in economic growth, thanks to the market-oriented reform that started in 1978. At the turn of the century, the Chinese economy faces a series of challenges to sustain its growth and stability. Over the six-month period from late 2012 to early 2013, Hu Jintao, the President of the People's Republic of China, Chair of the Central Military Commission, and Party Secretary of the Chinese Communist Party (CCP), will relinquish at least two of his three positions. Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. This book examines the various stages of China’s development, in the economic, social, and political fields, relating theories and models of development to what is actually occurring in China, and discussing how China’s development is likely to progress going forward. It argues that China’s modernization hitherto can be characterized as "authoritarian development" – a fusion of mixed economic institutions of varying types of ownership with social stability and political cohesiveness – and that the present phase, where more emphasis is being given to social issues, is likely to lead on to a new phase where a more mature civil society and a more extensive middle class are likely to look for greater democratization. It presents an in-depth analysis of China’s changing social structure and civil society, explores the forces for and processes of democratization, and assesses the prospects for further democratization in the light of changing social structures.
