Indigenous people constitute a large portion of Latin America's population and suffer from severe and widespread poverty. They are more likely than any other groups of a country's population to be poor. This study documents their socioeconomic situation and shows how it can be improved through changes in policy-influenced variables such as education. The authors review the literature of indigenous people around the world and provide a statistical overview of those in Latin America. Case studies profile the indigenous populations in Bolivia, Guatemala, Mexico and Peru, examining their distribution, education, income, labour force participation and differences in gender roles. A final chapter presents recommendations for conducting future research.
March 1998 Most children in Côte d'Ivoire perform some kind of work. In rural areas, more than four of five children work, with only a third combining work with schooling. Child labor in Côte d'Ivoire increased in the 1980s because of a severe economic crisis. Two out of three urban children aged 7 to 17 work; half of them also attend school. In rural areas, more than four out of five children work, but only a third of them manage to combine work with schooling. Full-time work is less prevalent, but not negligible. Roughly 7 percent of urban children work full time (an average 46 hours a week). More than a third of rural children work full time (an average of 35 hours a week), with the highest incidence in the Savannah region. The incidence of such full-time work rises with age but is by no means limited to older children. The average age of the full-time child worker in Côte d'Ivoire is 12.7. These children have received an average 1.2 years of schooling. That child is also more likely to be ill or injured and is less likely to receive medical attention than other children. Urban children in the interior cities are far more likely to work and their working hours are much longer. Among rural children, those in the Savannah region (where educational infrastructure lags far behind the rest of the country) are most likely to work. Five factors affect a household's decision to supply child labor: * The age and gender of the child (girls are more likely to work, especially when the head of household is a woman). * The education and employment status of the parents (low parental education is a good targeting variable for interventions). * The availability of within-household employment opportunities. * The household's poverty status. * The household's location (calling for geographical targeting). With improved macroeconomic growth, it is hoped, child labor will decline-but a significant decline could take several generations. Meanwhile, it is important to: * Use a gradual approach toward the elimination of child work by aiming initial interventions at facilitating combined work and schooling. * Support the development of home enterprises as part of poverty alleviation programs, but combine it with incentives for school attendance. * Make school hours and vacation periods flexible (accommodating harvest times) in rural areas. This would also improve children's health. * Improve rural school attendance by having a school in the village rather than 1 to 5 kilometers away. * Improve educational investment in the Savannah. Abstract: "The authors use panel data for Mexico for 1997 to 1999 to test several assumptions regarding the impact of a conditional cash transfer program on child labor, emphasizing the differential impact on indigenous households. Using data from the conditional cash transfer program in Mexico--PROGRESA (OPORTUNIDADES)--they investigate the interaction between child labor and indigenous households. While indigenous children had a greater probability of working in 1997, this probability is reversed after treatment in the program. Indigenous children also had lower school attainment compared with Spanish-speaking or bilingual children. After the program, school attainment among indigenous children increased, reducing the gap. India has the largest number of non-schoolgoing working children in the world. Why has the government not removed them from the labor force and required that they attend school, as have the governments of all developed and many developing countries? To answer this question, this major comparative study first looks at why and when other states have intervened to protect children against parents and employers. By examining Europe of the nineteenth century, the United States, Japan, and a number of developing countries, Myron Weiner rejects the argument that children were removed from the labor force only when the incomes of the poor rose and employers needed a more skilled labor force. Turning to India, the author shows that its policies arise from fundamental beliefs, embedded in the culture, rather than from economic conditions. Identifying the specific values that elsewhere led educators, social activists, religious leaders, trade unionists, military officers, and government bureaucrats to make education compulsory and to end child labor, he explains why similar groups in India do not play the same role.
In Massachusetts, a 12-year-old girl delivering newspapers is killed when a car strikes her bicycle. In Los Angeles, a 14-year-old boy repeatedly falls asleep in class, exhausted from his evening job. Although children and adolescents may benefit from working, there may also be negative social effects and sometimes danger in their jobs. Protecting Youth at Work looks at what is known about work done by children and adolescents and the effects of that work on their physical and emotional health and social functioning. The committee recommends specific initiatives for legislators, regulators, researchers, and employers. This book provides historical perspective on working children and adolescents in America and explores the framework of child labor laws that govern that work. The committee presents a wide range of data and analysis on the scope of youth employment, factors that put children and adolescents at risk in the workplace, and the positive and negative effects of employment, including data on educational attainment and lifestyle choices. Protecting Youth at Work also includes discussions of special issues for minority and disadvantaged youth, young workers in agriculture, and children who work in family-owned businesses.
The NRC has convened the Committee on Monitoring International Labor Standards to provide expert, science-based advice on monitoring compliance with international labor standards. The committee held a workshop in July 2002 to assess the quality of information and measures of progress towards compliance with international labor standards. This document summarizes the workshop. Reflecting the workshop agenda, this report focuses primarily on the availability and quality of information to measure compliance with four core international labor standards that were identified in 1998 by the ILO. The goal of this workshop summary is to communicate the key ideas and themes that emerged from the workshop presentations and discussions.
"The unprecedented economic impact of the Covid-19 pandemic, together with school closures and inadequate government assistance, is pushing children into exploitative and dangerous child labor. As their parents have lost jobs or income due to the pandemic and associated lockdowns, many children have entered the workforce to help their families survive. Many work long, grueling hours for little or no pay, often under hazardous conditions. Some report violence, harassment, and pay theft. [This report] is based on interviews conducted from January to March 2021 with 81 children, ages 8-17, in Ghana, Nepal, and Uganda.... The report examines the impact of the pandemic on children's rights, including their rights to education, to an adequate standard of living, and to protection from child labor, as well as government responses."--Page 4 of cover.
In this paper, we present evidence indicating that international migrant remittances lead to improved developmental outcomes. Using a cross-section of all Mexican municipalities (over 2400) in the year 2000, we show that an increase in the fraction of households receiving international remittances is correlated with better schooling and health indicators and with reductions in poverty, even after controlling for the likely endogeneity between remittances and developmental outcome variables. Our findings have important policy implications as they suggest that national governments and the international community should adopt measures that facilitate remittance flows.
