The Challenge of Arctic Shipping presents a collection of candid essays on the future of Arctic waters. A number of distinguished contributors address critical issues in Arctic development examining the implications for both policy-making in the North and the impact of that policy on native people. The intricacies of decision-making in an atmosphere of uncertainty are explored in detail, as is the impact of access to information, influence, and power. The Challenge of Arctic Shipping also examines activities and events associated with commercial proposals to develop and transport hydrocarbons through environmentally sensitive waters. This open access book is a result of the Dalhousie-led research project Safe Navigation and Environment Protection, supported by a grant from the Ocean Frontier Institute’s the Canada First Research Excellent Fund (CFREF). The book focuses on Arctic shipping and investigates how ocean change and anthropogenic impacts affect our understanding of risk, policy, management and regulation for safe navigation, environment protection, conflict management between ocean uses, and protection of Indigenous peoples’ interests. A rapidly changing Arctic as a result of climate change and ice loss is rendering the North more accessible, providing new opportunities while producing impacts on the Arctic. The book explores ideas for enhanced governance of Arctic shipping through risk-based planning, marine spatial planning and scaling up shipping standards for safety, environment protection and public health.
This book considers both the present state of Arctic shipping and possible future trends with reference to the various sectors of maritime transportation: cruise tourism, container traffic and bulk shipping. Ports are analysed as tools that support the strategies of coastal states to foster the development of resource extraction, enhance the attractiveness of Arctic shipping lanes and enable the control of maritime activities through coast guard deployment. The aim of this book is to draw a picture of the trends of Arctic shipping. How is traffic evolving in Canada’s Arctic, or along the Northern Sea Route? Are there significant differences between bulk and container shipping segments when considering the Arctic market? How are the ports and the hinterland developing and what are the strategies behind those? How is the legal framework shaping the evolution of maritime transportation? The contributors to this book consider all of these questions, and more, as they map out the prospects for Arctic shipping and analyse in detail the development of Arctic shipping as a result of multi-variable interactions. Governance of Arctic Shipping: Balancing Rights and Interests of Arctic States and User States examines potential cooperative mechanisms for balancing rights and interests of Arctic States and user States in light of experiences with Southeast Asian cooperative mechanisms. This volume analyzes the applicable international regulatory framework with special attention to the roles of the International Maritime Organization and the Arctic Council. The rights, interests, positions and practice of Arctic coastal States are compared with those of user States, with particular emphasis on China, Japan and South Korea. The final chapters analyze cooperative arrangements in Southeast Asia, in order to explore if these could act as models to enhance cooperation among coastal States and user States in the Arctic.
U.S. Arctic waters north of the Bering Strait and west of the Canadian border encompass a vast area that is usually ice covered for much of the year, but is increasingly experiencing longer periods and larger areas of open water due to climate change. Sparsely inhabited with a wide variety of ecosystems found nowhere else, this region is vulnerable to damage from human activities. As oil and gas, shipping, and tourism activities increase, the possibilities of an oil spill also increase. How can we best prepare to respond to such an event in this challenging environment? Responding to Oil Spills in the U.S. Arctic Marine Environment reviews the current state of the science regarding oil spill response and environmental assessment in the Arctic region north of the Bering Strait, with emphasis on the potential impacts in U.S. waters. This report describes the unique ecosystems and environment of the Arctic and makes recommendations to provide an effective response effort in these challenging conditions. According to Responding to Oil Spills in the U.S. Arctic Marine Environment, a full range of proven oil spill response technologies is needed in order to minimize the impacts on people and sensitive ecosystems. This report identifies key oil spill research priorities, critical data and monitoring needs, mitigation strategies, and important operational and logistical issues. The Arctic acts as an integrating, regulating, and mediating component of the physical, atmospheric and cryospheric systems that govern life on Earth. Not only does the Arctic serve as regulator of many of the Earth's large-scale systems and processes, but it is also an area where choices made have substantial impact on life and choices everywhere on planet Earth. This report's recommendations will assist environmentalists, industry, state and local policymakers, and anyone interested in the future of this special region to preserve and protect it from damaging oil spills.
The Arctic, long described as the world’s last frontier, is quickly becoming our first frontier—the front line in a world of more diffuse power, sharper geopolitical competition, and deepening interdependencies between people and nature. A space of often-bitter cold, the Arctic is the fastest-warming place on earth. It is humanity’s canary in the coal mine—an early warning sign of the world’s climate crisis. The Arctic “regime” has pioneered many innovative means of governance among often-contentious state and non-state actors. Instead of being the “last white dot on the map,” the Arctic is where the contours of our rapidly evolving world may first be glimpsed. In this book, scholars and practitioners—from Anchorage to Moscow, from Nuuk to Hong Kong—explore the huge political, legal, social, economic, geostrategic and environmental challenges confronting the Arctic regime, and what this means for the future of world order.
Bringing together interconnected discussions to make explicit the complexity of the Arctic region, this book offers a legal discussion of the ongoing territorial disputes and challenges in order to frame their impact into the viability of different governance strategies that are available at the national, regional and international level. One of the intrinsic features of the region is the difficulty in the determination of boundaries, responsibilities and interests. Against this background, sovereignty issues are intertwined with environmental and geopolitical issues that ultimately affect global strategic balances and international trade and, at the same time, influence national approaches to basic rights and organizational schemes regarding the protection of indigenous peoples and inhabitants of the region. This perspective lays the ground for further discussion, revolving around the main clusters of governance (focusing on the Arctic Council and the European Union, with the particular roles and interest of Arctic and non-Arctic states, and the impact on indigenous populations), environment (including the relevance of national regulatory schemes, and the intertwinement with concerns related to energy, or migration), strategy (concentrating in geopolitical realities and challenges analysed from different perspectives and focusing on different actors, and covering security and climate change related challenges). This collection provides an avenue for parallel and converging research of complex realities from different disciplines, through the expertise of scholars from different latitudes.
Until recently, the Arctic was almost impossible for anyone other than indigenous peoples and explorers to traverse. Pervasive Arctic sea ice and harsh climatological conditions meant that the region was deemed incapable of supporting industrial activity or a Western lifestyle. In the last decade, however, that longstanding reality has been dramatically and permanently altered. Receding sea ice, coupled with growing geopolitical disputes over Arctic resources, territory, and transportation channels, has stimulated efforts to exploit newly-open waterways, to identify and extract desirable resources, and to leverage industrial, commercial, and transportation opportunities emerging throughout the region. This book presents papers from the NATO Advanced Research Workshop (ARW) Governance for Cyber Security and Resilience in the Arctic. Held in Rovaniemi, Finland, from 27-30 January 2019, the workshop brought together top scholars in cybersecurity risk assessment, governance, and resilience to discuss potential analytical and governing strategies and offer perspectives on how to improve critical Arctic infrastructure against various human and natural threats. The book is organized in three sections according to topical group and plenary discussions at the meeting on: cybersecurity infrastructure and threats, analytical strategies for infrastructure threat absorption and resilience, and legal frameworks and governance options to promote cyber resilience. Summaries and detailed analysis are included within each section as summary chapters in the book. The book provides a background on analytical tools relevant to risk and resilience analytics, including risk assessment, decision analysis, supply chain management and resilience analytics. It will allow government, native and civil society groups, military stakeholders, and civilian practitioners to understand better on how to enhance the Arctic’s resilience against various natural and anthropogenic challenges.
