The Central Asia Regional Economic Cooperation (CAREC) Transport Strategy 2030 builds on progress made and lessons learned from the CAREC Transport and Trade Facilitation Strategy 2020. It separates trade facilitation from transport and links to the overall CAREC 2030 program in the areas of enhanced connectivity and sustainability. This strategy underscores increasing sustainability and network quality alongside continued construction and rehabilitation of transport corridors, and places more emphasis on multimodal connectivity, road asset management, road safety, and performance-based maintenance goals. The CAREC Transport Strategy 2030 will be implemented in conjunction with the CAREC Integrated Trade Agenda 2030.
The CAREC Health Strategy 2030 aims to enhance health security through regional cooperation, benefiting the Central Asia Regional Economic Cooperation (CAREC) region’s population (including migrants and vulnerable population groups), health system managers and workers, and active development partners; and CAREC countries’ ministries of health. The strategy has four main pillars: (i) leadership and human resource capacity, (ii) technical preparedness, (iii) surge demands and access to supplies, and (iv) vulnerable population groups and border health. It is intended as a tool to guide CAREC health cooperation, dialogue and knowledge exchange, programming and mobilize new project financing.
Central Asia Regional Economic Cooperation (CAREC) countries face several common challenges in improving the quality of lives of women, and the coronavirus disease pandemic has exacerbated existing inequalities. The CAREC Gender Strategy 2030 complements national plans for gender mainstreaming. It provides a regional approach for pursuing gender equality, women’s empowerment, harnessed potential, and strengthened capacity for equal access of women and men to economic opportunities from CAREC investments. Under the overall CAREC 2030 strategy and aligned sector strategies, the gender strategy provides strategic directions and key entry points that will serve as a roadmap to mainstream gender in the CAREC operational clusters.
The services sector is becoming a key driver of economic development in most members of the Central Asia Regional Economic Cooperation (CAREC) Program. This study underscores the potential for greater economic diversification through robust development of seven key services subsectors and industries that are critical for economies in the region to function and thrive. CAREC members also need to adopt a coherent and comprehensive approach to the balanced development of these interdependent services subsectors. Enabling conditions such as good governance, competitive markets, strong regional cooperation and integration, efficient labor markets, and high quality physical and digital infrastructure are crucial.
The Central Asia Regional Economic Cooperation (CAREC) was created to foster connectivity. Air transport connectivity facilitates economic development. This Scoping Study seeks to begin to define a potential role for the CAREC program to enhance the region's effectiveness of aviation. The study provides an analysis of the CAREC region's current state of aviation, and is structured around three principal components of aviation development: policy and regulation, infrastructure and equipment, and operations. It also describes enabling factors necessary to realize the aviation enhancements CAREC member governments seek. The study provides conclusions and outlines a possible way forward on CAREC aviation to assist in shaping action items and capacity-building activities that underpin aviation's role in economic development.
Digital trade promotion has been a long-standing priority for CAREC member countries, as part of their integration into global value chains and economic diversification. This study examines the legal environment on electronic transactions as well as the opportunities and challenges in expanding electronic commerce in the CAREC region. It makes a case for modernization and harmonization of laws of CAREC countries leveraging on international instruments and best practices for electronic commerce transactions. Adequate legislation to protect personal privacy and consumers’ rights and combat cybercrime is also crucial. Finally, institutions must be built with trust, within and among countries and through regional cooperation.
The coronavirus disease (COVID-19) has had a devastating impact on global aviation as nearly all air travel came to a halt in late March and April 2020. In Central Asia, virtually all domestic and international air travel were suspended in an attempt to contain the spread of COVID-19. This crisis provides an opportunity to reset the aviation industry in Central Asia Regional Cooperation (CAREC) countries through reforms, new strategies, and restructurings. This study of the pandemic’s impact on CAREC and the aviation industry looks at the gravity of the situation, explores opportunities, and offers some recommendations for dealing with the crisis and facilitating a fast recovery.

With increased internet connectivity, Pacific island countries have more opportunities to connect remote health facilities for greater information exchange. This guide draws on experiences from Pacific island countries that have already invested in digital health and brings together practical tools and resources to support all stages of digital health planning and implementation. It includes extensive contributions from practitioners, government staff, and development partners in the Pacific health sector.
This book investigates long-term development issues for members of the Association of Southeast Asian Nations (ASEAN). It finds that with the proper policy mix—including domestic structural reforms and bold initiatives for regional integration—ASEAN has the potential to reach by 2030 the average quality of life enjoyed today in advanced economies and to fulfill its aspirations to become a resilient, inclusive, competitive, and harmonious (RICH) region. Key challenges moving forward are to enhance macroeconomic and financial stability, support equitable growth, promote competitiveness and innovation, and protect the environment. Overcoming these challenges to build a truly borderless economic region implies eliminating remaining barriers to the flow of goods, services, and production factors; strengthening competitiveness and the institutional framework; and updating some governing principles. But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

Digitalization will allow CAREC member countries to develop robust solutions for areas including agriculture and water, e-commerce and trade, education and skills, energy, finance, health, transportation, and tourism. The CAREC Digital Strategy 2030 is intended as a catalyst for regional cooperation, promoting policy design, capacity building,and dialogue to address economic and social challenges in the region with the help of digital technologies.
