The major goal of the Capacity Team was to identify and evaluate proposals to increase airport capacity, improve airport efficiency, and reduce aircraft delay through 1) assessing the current airport capacity; 2) examining the causes of delay associated with the air field, the immediate airspace, and the apron and gate-area operations; 3) evaluating capacity and delay benefits of alternative air traffic control (ATC) procedures, navigational improvements, airfield development, and operational improvements. The Capacity Team limited its analyses to aircraft activities within the terminal area airspace and on the airfield. They considered the operational benefits of the proposed airfield improvements, but did not address environmental, socioeconomic, or political issues regarding airport development.--P. 11.
