Updated by popular demand, this is the fourth edition of this important bibliography. It lists a wide selection of works on or about Myanmar published in English and in hard copy since the 1988 pro-democracy uprising, which marked the beginning of a new era in Myanmar’s modern history. There are now 2,727 titles listed. They have been written, edited, translated or compiled by over 2,000 people, from many different backgrounds. These works have been organized into thirty-five subject chapters containing ninety-five discrete sections. There are also four appendices, including a comprehensive reading guide for those unfamiliar with Myanmar or who may be seeking guidance on particular topics. Daw Aung San Suu Kyi has said that peace is the first priority of the National League for Democracy (NLD) when it comes to power in April 2016. Both her remarks at the Union Peace Conference in January and the NLD election manifesto point to ethnicity and federalism being linked. This is a position similar to that taken by the outgoing Thein Sein government and the army. Now that the word "federalism" is accepted as useful in the debate over how to establish an end to Myanmar's persistent civil wars with ethnically designated armed groups, it was hoped that some meeting of minds might take place. But as revealed at the Union Peace Conference, that is yet to have happened. Rather, spokespersons for the ethnic armed groups continue to speak the language of ethnic rights and a federal army, while the government talks about reaching material and administrative agreements and the army insists that there can only be one army. These debates echo the past, going back to the formation of Myanmar in the late 1940s. In order to break the apparently endless debate about federalism, ethnicity, states and divisions in the Union of Myanmar, perhaps a new approach might be considered -- taking federalism a step further to the seventy-four district levels of administration. As the ethnically designated armed groups operate in relatively small and localized areas, a solution that squares the circle between ethnicity and territory might have appeal

After decades of mismanagement and direct military rule, Myanmar’s contested transition to a more democratic government has rapidly shifted the outlook in this significant Southeast Asian nation. Since 2011, the removal of Western sanctions and new foreign investments have resulted in high rates of economic growth and an expanding middle class, albeit from a very low base. In a result unthinkable a few years earlier, former political prisoner and Nobel laureate Aung San Suu Kyi and her party, the National League for Democracy (NLD), formed a national government in early 2016. However, despite significant political and economic reforms since the liberalisation process commenced, the transition to civilian rule remains constrained by the military’s 2008 Constitution, which guarantees that it operates unfettered by civilian oversight. As a result, although some ethnic conflicts have abated, others continue to fester and new conflicts have erupted. With a daunting task ahead the NLD government has made some progress in removing the vestiges of repressive military-era laws but many remain untouched and some of the practices of the new government provide unwelcome reminders of its authoritarian history. Myanmar is going through a period of profound - and contested - transition. The country has experienced widespread if sometimes uneven reforms, including the start of a peace process between the government and Myanmar Army, and some two dozen ethnic armed organizations, which had long been fighting for greater autonomy from the militarized and Burman-dominated state. This book brings together chapters by Burmese and foreign experts, and contributions from community and political leaders, who discuss the meaning of citizenship in Myanmar/Burma. The book explores citizenship in relation to three broad categories: issues of identity and conflict; debates around concepts and practices of citizenship; and inter- and intra-community issues, including Buddhist-Muslim relations. This is the first volume to address these issues, understanding and resolving which will be central to Myanmar's continued transition away from violence and authoritarianism.
Since its independence in January 1948, Myanmar has tried to find a way to deal with (at one time) ideologically hostile and traditionally chauvinistic China which has pursued a foreign policy aimed at restoring its perceived influence in Myanmar. To counter China's attempts to influence Myanmar's foreign policy options has always been a challenge for the Myanmar government. Since the 1950s, successive Myanmar governments have realized that Myanmar's bilateral relations with the People's Republic of China should best be conducted in the context of promoting the Five Principles of Peaceful Coexistence, the Bandung spirit and the Pauk-Phaw (kinsfolk) friendship. The term Pauk-Phaw is exclusively devoted to denote the special nature of the Sino-Myanmar relationship. This work argues that Myanmar's relationship with China is asymmetric but Myanmar skilfully plays the "China Card" and it enjoys considerable space in its conduct of foreign relations. So long as both sides fulfill the obligations that come under "Pauk-Phaw" friendship, the relationship will remain smooth. Myanmar has constantly repositioned her relations with China to her best advantage. Myanmar's China policy has always been placed somewhere in between balancing and bandwagoning, and the juxtaposition of accommodating China's regional strategic interests and resisting Chinese influence and interference in Myanmar's internal affairs has been a hallmark of Myanmar's China policy. This is likely to remain unchanged.
Since 2011 Myanmar has experienced many changes to its social, political and economic landscape. The formation of a new government in 2016, led by the National League for Democracy, was a crucially important milestone in the country’s transition to a more inclusive form of governance. And yet, for many people everyday struggles remain unchanged, and have often worsened in recent years. Key economic, social and political reforms are stalled, conflict persists and longstanding issues of citizenship and belonging remain. The wide-ranging, myriad and multiple challenges of Living with Myanmar is the subject of this volume. Following the Myanmar Update series tradition, each of the authors offers a different perspective on the sociopolitical and economic mutations occurring in the country and the challenges that still remain. The book is divided into six sections and covers critical issues ranging from gender equality and identity politics, to agrarian reform and the representative role of parliament. Collectively, these voices raise key questions concerning the institutional legacies of military rule and their ongoing role in subverting the country’s reform process. While Myanmar's constitution under which the current government of President Thein Sein was created in 2011 has all the characteristics expected of a modern republic, the continued autonomy and political role of the armed forces are perceived by opponents of the regime as an anomaly. Despite this apparent anomaly, the speed and thoroughness with which the transition from military authoritarian rule to most, if not all, of the features expected of a system of ""democratic"" rule has surprised most observers and analysts of the current Myanmar situation. The root of their surprise comes from their seeing the transformation as being driven by either endogenous or exogenous forces outside the historical experience and understandings of the leadership of the Myanmar armed forces. However, it is in the history of the armed forces and its role in protecting the state from threats to its internal security, territorial integrity, and external security that the basis of the transformation can be found. Also, ensuring the continued viability of the armed forces and the security of its leadership and integrity is also a continuous concern. The twenty years between the annulled 1990 general election won by the NLD, and the 2010 general election, boycotted by the NLD and won by the army-generated USDP, were spent by the armed forces creating the conditions which allowed the later transition from military to constitutional rule to take place.
