On the 25th anniversary of the establishment of the Hong Kong Special Administrative Region of the People’s Republic of China, this book presents the first monographic study of the Hong Kong Basic Law as an economic document. The Basic Law codifies what Gonzalo Villalta Puig and Eric C Ip call free market constitutionalism, the logic of Hong Kong’s economic liberty as the freest market economy in the world. This book, which is the outcome of several years of study with the financial support of the General Research Fund of Hong Kong’s Research Grants Council, evaluates the public choice rationale of the Basic Law and its projection on the Hong Kong economy, with a focus on the policy development of economic liberty both internally and externally. In the academic tradition of James M Buchanan’s constitutional political economy, the book opens with a conceptualisation of free market constitutionalism in Hong Kong. It studies the origins of this concept in the 19th-century classically liberal common law and how it developed into a Hayekian laissez-faire convention under British colonial rule, was codified into the Basic Law and is interpreted and applied by the branches of the Government of the Region. The book closes with remarks on the future of Hong Kong’s free market constitutionalism in face of recent challenges as the year 2047 approaches and the 50 years of ‘unchanged’ capitalist system under the Basic Law pass. This book explores various issues and challenges emanating from the COVID-19 pandemic. It examines how governments worldwide have dealt with the pandemic. Post-COVID-19 and its disruptive impact on social and economic life as well as public and political attitudes, the world is not the same. A new normal has dawned in public management and public services, with immense implications. This volume collects the lessons drawn from the pandemic, notably how crisis leadership and public governance were used to combat the crisis, as well as which aspects were helpful in that regard. Spirituality has garnered increasing attention in recent years across diverse fields of research and practice, from psychology and healthcare, to anthropology, education, sociology, political sciences, social work, feminist studies, cultural studies, religious studies, theology, philosophy, and so on. However, the term means different things within these different disciplines. Spirituality can be understood to be private and personal, but also public and societal, not only as a force that brings about change but also one that helps maintain the status quo – not only as a core element in religion but also as something disconnected from it. Many studies of government in China either simply describe the political institutions or else focus, critically, on the weaknesses of the system, such as corruption or the absence of Western-style democracy. Authors of these studies fail to appreciate the surprising ability of China’s government to rapidly transform a once impoverished economy and to recover from numerous crises from 1978 to the present. This book, on the other hand, takes a more balanced, more positive view. This view is based on a study of changes in China’s institutions for coping with critical crises in governance since 1978. These changes include better management of leadership succession, better crisis management, improved social welfare, the management of society through treating different social groups differently depending on their potential to rival the Party state, and a variety of limited, intra-party and grassroots democracy. This book applies to the Chinese model the term “pragmatic authoritarianism.” It explains changes to and the likely future direction of China’s governance model.
