Poverty, increased inequality, and social exclusion are back on the political agenda in Western Europe, not only as a consequence of the Great Recession of 2008, but also because of a seemingly structural trend towards increased inequality in advanced industrial societies that has persisted since the 1970s. How can we explain this increase in inequalities? Policies in labor markets, social policy, and political representation are strongly linked in the creation, widening, and deepening of insider-outsider divides--a process known as dualization. While it is certainly not the only driver of increasing inequality, the encompassing nature of its development across multiple domains makes dualization one of the most important current trends affecting developed societies. However, the extent and forms of dualization vary greatly across countries. The comparative perspective of this book provides insights into why Nordic countries witness lower levels of insider-outsider divides, whereas in continental, liberal and southern welfare states, they are more likely to constitute a core characteristic of the political economy. Most importantly, the comparisons presented in this book point to the crucial importance of politics and political choice in driving and shaping the social outcomes of deindustrialization. While increased structural labor market divides can be found across all countries, governments have a strong responsibility in shaping the distributive consequences of these labor market changes. Insider-outsider divides are not a straightforward consequence of deindustrialization, but rather the result of political choice. A landmark publication, this volume is geared for faculty and graduate students of economics, political science, social policy, and sociology, as well as policymakers concerned with increasing inequality in a period of deep economic and social crisis.

During the past two decades, wages of skilled workers in the United States rose while those of unskilled workers fell; less-educated young men in particular have suffered unprecedented losses in real earnings. These twelve original essays explore whether this trend is unique to the United States or is part of a general growth in inequality in advanced countries. Focusing on labor market institutions and the supply and demand forces that affect wages, the papers compare patterns of earnings inequality and pay differentials in the United States, Australia, Korea, Japan, Western Europe, and the changing economies of Eastern Europe. Cross-country studies examine issues such as managerial compensation, gender differences in earnings, and the relationship of pay to regional unemployment. From this rich store of data, the contributors attribute changes in relative wages and unemployment among countries both to differences in labor market institutions and training and education systems, and to long-term shifts in supply and demand for skilled workers. These shifts are driven in part by skill-biased technological change and the growing internationalization of advanced industrial economies.

This title reexamines and reconsiders the model of empirical research underlying most empirical work. The goal is neither a whitewash nor capital punishment, but rather it is to reform and mold empirical research into an activity that contributes as much as possible to a rigorous understanding of society. Without worrying about defining science or even determining the essence of the scientific enterprise, the goal is one that pools together logical thinking and empirically determined information. One of the fundamental issues to be addressed in this volume: Are there questions currently studied that are basically unanswerable even if the investigator had ideal nonexperimental data? If so, what are the alternative questions that can be dealt with successfully by empirical social research, and how should they be approached? In the chapters ahead, it will be important to keep in mind this doctrine of the undoable. Of course, one cannot simply mutter "undoable" when a difficult obstacle is encountered, turn off the computer, and look in the want ads for a new job—or at least a new task. Instead, it means considering if there is some inherent logical reason or sociological force that makes certain empirical questions unanswerable. There are four types of undoable questions to consider: those that are inherently impossible; those that are premature; those that are overly complicated; and those that empirical and theoretical knowledge have nullified.
The gender pay gap (GPG) exists in every European country, but it varies considerably, even in EU member states covered by the same legal principles on pay equality. Part of the variation can be explained by different patterns of social partnership. With current policy pressure to de-centralise collective bargaining and increase the percentage of pay linked to productivity, what role can social partnership play in tackling the GPG? Reporting on the findings of the European Commission funded research project "Close the Deal, Fill the Gap", this book uses an interdisciplinary analysis involving legal, economic, and sociological expertise, to explore the role of social partnership in GPG in Italy, Poland and the UK. Selected on the basis of their contrasting profiles in terms of legal regulation, industrial relations, systems of collective bargaining, coverage of collective agreements, and differing rates of the GPG, the in-depth study provides important insights into the main issues underlying the problem of reducing the gender pay gap which have led to guidelines in the negotiation of arrangements on GPG-related issues. Based on a unique comparative, interdisciplinary and action-oriented esearch project, it will be of great interest to all researchers and advanced students with an interest in women’s representation in the workforce and the gender pay gap, as well as practitioners and policy makers in organisations such as trade unions and employers’ associations.
