This book investigates participatory budgeting—a mainstay now of World Bank, UNDP, and USAID development programs—to ask whether its reforms truly make a difference in deepening democracy and empowering civil society.
Brazil’s democracy has frequently been described as unconsolidated, its citizens as apathetic and uninterested in politics. But in Porto Alegre, a host city to the World Social Forum, thousands of ordinary citizens participate in local governance, making binding decisions on urban policy on a daily basis. While there has been immense attention paid to the practice of participatory democracy in Porto Alegre, this is the first book to examine the politics, culture, and day-to-day activities of its citizens. Drawing on the rich tradition of urban ethnography and political theory, the book argues that Porto Alegre’s importance may lie not just with its effective governance, but with its new political logic, namely a greater access to government functions and government officials for traditionally disenfranchised citizens. In an age characterized by seemingly strong voter apathy, this study has global implications. The author shows that in the discussions on the failings of democracy in industrialized countries like the United States, most people may be missing what is central to civic engagement--unimpeded access to government.
Latin American states took dramatic steps toward greater inclusion during the late twentieth and early twenty-first Centuries. Bringing together an accomplished group of scholars, this volume examines this shift by introducing three dimensions of inclusion: official recognition of historically excluded groups, access to policymaking, and resource redistribution. Tracing the movement along these dimensions since the 1990s, the editors argue that the endurance of democratic politics, combined with longstanding social inequalities, create the impetus for inclusionary reforms. Diverse chapters explore how factors such as the role of partisanship and electoral clientelism, constitutional design, state capacity, social protest, populism, commodity rents, international diffusion, and historical legacies encouraged or inhibited inclusionary reform during the late 1990s and early 2000s. Featuring original empirical evidence and a strong theoretical framework, the book considers cross-national variation, delves into the surprising paradoxes of inclusion, and identifies the obstacles hindering further fundamental change.
Legislatures, the judiciary and civil society are important actors in representative democracies. In what ways and how well do they represent? And how effectively do they carry out their institutional and social roles? Both questions refer to the key dimensions of democracy analyzed in this book: representativeness and effectiveness, respectively. While they have been developed separately in scholarly work on institutions and regimes, there is little work considering them simultaneously, and on their interaction. Using quantitative and/or qualitative methods, contributions from top scholars in the field of legislatures, the judiciary and civil society examine these two concepts and their relationships in four Latin American countries: Argentina, Brazil, Chile, and Mexico. Designed to guide the reader through the complexities of this debate, each expert engages in a larger set of theoretical debates about different approaches to representation in each sphere. In doing so, they debate how effectively these spheres carry out their roles in each country: whether a congress is institutionalized, its accountability, and its performance as a lawmaker; whether a judicial system is independent, carries out oversight, and protects citizen rights; and the role of civil society in a representative democracy. Representation and Effectiveness in Latin American Democracies is a timely and welcomed contribution to the to the growing debate about the quality of democracy in Latin America, and the developing world more generally.
This book examines the rise, spread and decline of participatory budgeting in Brazil. In the last decade of the twentieth century Brazil became a model of participatory democracy for activists, practitioners, and scholars. However, some thirty years later participatory budgeting is in steep decline, and on the verge of disappearing from Brazil. Drawing from institutional, political choice, civil society, and public administration literature, this book generates theory that accounts for the rise and fall of an innovative democratic institution. It examines what the arc of the creation, spread, and decline of participatory budgeting tells us about the long-term viability and potential democratic impact of this innovative democratic institution as it spreads globally. Will the same inverted trajectory plague other countries in the future, or will they be able to sustain participatory budgeting for greater periods of time?
Can people use new participatory spaces to reclaim their rights as citizens and challenge structures of political power? This book carefully examines the constraints and possibilities for participatory governance under capitalism. The renaissance in urban theory draws directly from a fresh focus on the neglected realities of cities beyond the west and embraces the global south as the epicentre of urbanism.
