First Published in 2005. The phrase 'education of minorities' raises a variety of questions. As a World Yearbook theme it demands clarification. We are using the word 'minority' to refer not to relative numbers but to 'the condition of being inferior or subordinate'. This could be taken to include students with a variety of handicaps - physical, intellectual, socioeconomic, cultural; pupils with low literacy or language problems; and victims of race or sex discrimination. However, this book concentrates on the problems of students who are disadvantaged by differences of culture and language, especially ethnic minorities who do not possess the background, attributes and skills of the dominant group and are thus distanced from the sources of power and status in the country they inhabit.
The Americanization Syndrome (1987) examines the historical role of education in the process of ‘Americanization’. It argues that beginning with seventeenth century puritan leaders such as John Winthrop and Cotton Maher, the pattern of American education has been not the promotion of a blend of different cultures but the indoctrination of norms of belief of religion, politics and economics and an explicit discouragement of cultural variety. It traces the political role of education at key junctures of American history – after Independence, in the reconstruction of the South after the Civil War, in the establishment of settlement houses and the use of scientific management techniques by employers. The author focuses on the period 1900–1925 when new waves of immigrants from southern and eastern Europe led to a new drive for orthodoxy.
The Hispanic population in the United States is a richly diverse and changing segment of our national community. Frank Bean and Marta Tienda emphasize a shifting cluster of populations—Mexican, Puerto Rican, Cuban, Central and South American, Spanish, and Caribbean—as they examine fertility and immigration, family and marriage patterns, education, earnings, and employment. They discuss, for instance, the effectiveness of bilingual education, recommending instead culturally supportive programs that will benefit both Hispanic and non-Hispanic students. A study of the geographic distribution of Hispanics shows that their tendency to live in metropolitan areas may, in fact, result in an isolation which denies them equal access to schooling, jobs, and health care.
