Ethnic conflict has troubled the Kachin region of Burma since 1961. The area is of increasing contemporary interest because it borders India and China and it has the potential to affect Burma's reintegration into mainstream geopolitics. The book examines the conflict within a historical context of marginalisation in the region.
The Yunnanese from southwestern China have for millennia traded throughout upland Southeast Asia. Burma in particular has served as a "back door" to Yunnan, providing a sanctuary for political refugees and economic opportunities for trade explorers. Since the Chinese Communist takeover in 1949 and subsequent political upheavals in China, an unprecedented number of Yunnanese refugees have fled to Burma. Through a personal narrative approach, Beyond Borders is the first ethnography to focus on the migration history and transnational trading experiences of contemporary Yunnanese Chinese migrants (composed of both Yunnanese Han and Muslims) who reside in Burma and those who have moved from Burma and resettled in Thailand, Taiwan, and China.Since the 1960s, Yunnanese Chinese migrants of Burma have dominated the transnational trade in opium, jade, and daily consumption goods. Wen-Chin Chang writes with deep knowledge of this trade's organization from the 1960s of mule-driven caravans to the use of modern transportation, and she reconstructs trading routes while examining embedded sociocultural meanings. These Yunnanese migrants’ mobility attests to the prevalence of travel not only by the privileged but also by different kinds of people. Their narratives disclose individual life processes as well as networks of connections, modes of transportation, and differences between the experiences of men and women. Through traveling they have carried on the mobile livelihoods of their predecessors, expanding overland trade beyond its historical borderlands between Yunnan and upland Southeast Asia to journeys further afield by land, sea, and air.
Fighting in Kachin state flared back up just months after President Thien Sein came to power in March 2011. The new government almost immediately began negotiating a series of peace agreements with ethnic armed groups declaring that the signature of a nationwide ceasefire with all ethnic armed groups would be a priority for this first civilian administration. By convincing the majority of groups involved in armed struggle against the Tatmadaw to sign ceasefire agreements, the predominantly civilian government succeeded in winning some credibility, both nationally and internationally. At the same time, several old fault lines have re-emerged, among them the conflict in Kachin and Northern Shan States. The roots of the conflict in Kachin State between the KIO and government troops go back to grievances over control of the territory (and its lucrative natural resources) and the preservation of ethnic identity after the end of British colonial rule in 1948. The rekindling of this old conflict, after seventeen years of ceasefire, serves as a powerful reminder of the fragility of certain aspects of the transition process. The setback to conflict and blockage of peace process with the Kachin Independence Organisation (KIO) and its Army (KIA) show that some structural political issues remain, such as the recognition of local power structures and decentralization. While much has been written in the media about the legal, economic, and political reforms in Myanmar; academic research about the Kachin Conflict, as well as firsthand information remains scarce. Analyzing the causes of the conflict and current impediments to peace in Kachin territories provides an illustration of the limits of the transition process. This research examines the personal experiences of a strong sample of influential Kachin people, shows the complexity of notions of war and peace in the collective Kachin memory, as well as the reinterpretation of these by local leadership for political ends.

Historic Myanmar elections in November 2015 paved the way for an NLD government led by Aung San Suu Kyi to take office in March 2016, and saw the country deepen its graduated transition away from authoritarian rule. Nevertheless, military forces that for decades dominated national politics remain privileged in a constitutional framework designed to deliver 'discipline-flourishing democracy'. In August 2017, the military intensified its campaign of ethnic cleansing of Myanmar's Rohingya Muslim minority, and more than 750,000 refugees fled to neighbouring Bangladesh. One critical question that now confronts the fifty million people of this Southeast Asian nation is whether their push for greater democracy is strong enough to prevail over the resistance of a powerful military machine and swelling undercurrents of intolerance. What are the prospects for liberal democracy in Myanmar? This book addresses this question by examining historical conditions, constitutionalism, popular support for democracy, major political actors, group relations and tolerance, and transitional justice. To probe the meaning and purchase of key concepts it presents a rich array of evidence, including eighty-eight in-depth interviews and three waves of surveys and survey experiments conducted by the authors between 2014 and 2018, all of which are triangulated with constitutional and legal texts and reports issued locally and globally. The analysis culminates in the concept of limited liberalism, which reflects an at times puzzling blend of liberal and illiberal attitudes. The book concludes that a weakening of liberal commitments among politicians and citizens alike, allied with spreading limited liberal attitudes, casts doubt on the prospects for liberal democracy in Myanmar.
