This book examines how the European Union can pursue a grand strategy and become a distinct global actor in a world of emerging great powers. At the grand strategic level, its sheer economic size makes the EU a global power. However, the EU needs to take into account that many international actors continue to measure power mostly by assessing military capability. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. Today's European Union is in an identity crisis as it seems to be losing its points of reference. World events in recent years have led observers, particularly since late 2013, to conclude that the international security environment in recent years has undergone a shift from the post-Cold War era that began in the late 1980s and early 1990s, also sometimes known as the unipolar moment (with the United States as the unipolar power), to a new and different situation that features, among other things, renewed great power competition with China and Russia and challenges by these two countries and others to elements of the U.S.-led international order that has operated since World War II. The shift to renewed great power competition has become a major factor in the debate over future U.S. defense spending levels, and has led to new or renewed emphasis on the following in discussions of U.S. defense strategy, plans, and programs: * grand strategy and geopolitics as part of the context for discussing U.S. defense budgets, plans, and programs; * nuclear weapons and nuclear deterrence;* new U.S. military service operational concepts;* U.S. and NATO military capabilities in Europe;* capabilities for conducting so-called high-end conventional warfare (i.e., largescale, high-intensity, technologically sophisticated warfare) against countries such as China and Russia; * maintaining U.S. technological superiority in conventional weapons;* speed of weapon system development and deployment as a measure of merit in defense acquisition policy;* mobilization capabilities for an extended-length large-scale conflict against an adversary such as China or Russia;* minimizing reliance in U.S. military systems on components and materials from Russia and China; and* capabilities for countering so-called hybrid warfare and gray-zone tactics employed by countries such as Russia and China.
For decades, nuclear deterrence has been at the heart of the transatlantic relationship between the United States and Europe. It underpins European security, and the North Atlantic Treaty Organization (NATO) continuously commits to remaining a nuclear alliance as long as nuclear weapons exist. And yet, with a few important exceptions, transatlantic dialogue on nuclear issues largely declined with the end of the Cold War, particularly among non-governmental experts--and has only started to be revived in recent years. Rebuilding deterrence dialogue in response to a shifting strategic landscape is an important step in strengthening not only the transatlantic partnership, but also European security. This paper collection explores the evolving deterrence dialogue in Europe and identifies ways to inject new momentum into that dialogue. Renewed attention on the issue is particularly timely as European actors confront an adventurist Russia, rising China, and new technologies that will impact nuclear deterrence, U.S.-Europe relations, and institutions such as the Nuclear Non-Proliferation Treaty.
