Algeria sits at the crossroads of the Atlantic, European, Arab, and African worlds. Yet, unlike the wars in Korea and Vietnam, Algeria's fight for independence has rarely been viewed as an international conflict. Even forty years later, it is remembered as the scene of a national drama that culminated with Charles de Gaulle's decision to "grant" Algerians their independence despite assassination attempts, mutinies, and settler insurrection. Yet, as Matthew Connelly demonstrates, the war the Algerians fought occupied a world stage, one in which the U.S. and the USSR, Israel and Egypt, Great Britain, Germany, and China all played key roles. Recognizing the futility of confronting France in a purely military struggle, the Front de Libération Nationale instead sought to exploit the Cold War competition and regional rivalries, the spread of mass communications and emigrant communities, and the proliferation of international and non-governmental organizations. By harnessing the forces of nascent globalization they divided France internally and isolated it from the world community. And, by winning rights and recognition as Algeria's legitimate rulers without actually liberating the national territory, they rewrote the rules of international relations. Based on research spanning three continents and including, for the first time, the rebels' own archives, this study offers a landmark reevaluation of one of the great anti-colonial struggles as well as a model of the new international history. Toward the end of the Algerian war, the FLN, an Algerian nationalist party, organised a demonstration in Paris to oppose a curfew imposed upon Algerians in France. The protest was brutally suppressed by the Paris police. This incident provides an intimate look at the history of violence between France and Algeria.
In these original readings of Albert Camus' novels, short stories, and political essays, David Carroll concentrates on Camus' conflicted relationship with his Algerian background and finds important critical insights into questions of justice, the effects of colonial oppression, and the deadly cycle of terrorism and counterterrorism that characterized the Algerian War and continues to surface in the devastation of postcolonial wars today. During France's "dirty war" in Algeria, Camus called for an end to the violence perpetrated against civilians by both France and the Algerian National Liberation Front (FLN) and supported the creation of a postcolonial, multicultural, and democratic Algeria. His position was rejected by most of his contemporaries on the Left and has, ironically, earned him the title of colonialist sympathizer as well as the scorn of important postcolonial critics. Carroll rescues Camus' work from such criticism by emphasizing the Algerian dimensions of his literary and philosophical texts and by highlighting in his novels and short stories his understanding of both the injustice of colonialism and the tragic nature of Algeria's struggle for independence. By refusing to accept that the sacrifice of innocent human lives can ever be justified, even in the pursuit of noble political goals, and by rejecting simple, ideological binaries (West vs. East, Christian vs. Muslim, "us" vs. "them," good vs. evil), Camus' work offers an alternative to the stark choices that characterized his troubled times and continue to define our own. "What they didn't like, was the Algerian, in him," Camus wrote of his fictional double in The First Man. Not only should "the Algerian" in Camus be "liked," Carroll argues, but the Algerian dimensions of his literary and political texts constitute a crucial part of their continuing interest. Carroll's reading also shows why Camus' critical perspective has much to contribute to contemporary debates stemming from the global "war on terror."
Through an examination of Algeria's interactions with the wider world from the beginning of its war of independence to the fall of its first post-colonial regime, Mecca of Revolution provides the Third Worldist perspective on twentieth century international history. Are Arab parties facing a predicament? Are they paying the price of repression and limited pluralism? Have they become obsolete to the benefit of other political groups and mobilization modes such as communities, tribes, “asabiyyat” or to the disadvantage of non governmental organizations, associations and social movements? While some predicted “the end of parties” in the region as a result of authoritarian political systems, doesn’t the recent transition from the one party rule towards a fragile plural party system in many countries put again party organizations in the spotlight? Most of the time, contemporary Arab parties have little mobilizing power. Yet some are crawling out of underground activities and trying their hands at the exercise of power after years of oppositions. Others, and mainly on the Islamist arena, assert themselves as first hand mobilization structures, able in certain cases to compete with regimes in power. This book addresses those research questions. Emphasizing new and unpublished data, the book’s diverse contributions tackle holistically party life in six countries that have adopted very different political pathways: Yemen, Bahrain, Lebanon, Morocco, Algeria and Iraq. All the studies approach the decline or the revival of the parties from a long term historical perspective mainly with regard to political institutions in those six countries. The studies focus on the rules of party games, on the junction between “the right to politics” and “political rights”. They reveal the fine-tuning between ideological frameworks and political strategies. They raise questions about the renewal of elites, forms of militant activism, the array of parties’ political activities, particularly social ones. They examine the issue of identity construction and political solidarities in the framework of the nation state, or in contradiction with it. As a final point, the book inquires about how party life in those six countries accounts for political transformations: possible democratization of regimes, forms of domination that are played out within those regimes, the emergence of the breakdown of leaderships and finally the rationale behind mobilization and collective action. The overthrow of the regime of President Ben Ali in Tunisia on 14 January 2011 took the world by surprise. The popular revolt in this small Arab country and the effect it had on the wider Arab world prompted questions as to why there had been so little awareness of it up until that point. It also revealed a more general lack of knowledge about the surrounding western part of the Arab world, or the Maghreb, which had long attracted a tiny fraction of the outside interest shown in the eastern Arab world of Egypt, the Levant and the Gulf. This book examines the politics of the three states of the central Maghreb--Algeria, Tunisia and Morocco--since their achievement of independence from European colonial rule in the 1950s and 1960s.
