Advance tax rulings are a common feature of mature tax systems. The tax systems of the United States, the United Kingdom, the Netherlands, Germany, Australia, and South Africa all have established ruling practices. Taxpayers can obtain an advance tax ruling in nearly all OECD member countries. Increasingly, many non-OECD countries are also offering advance tax rulings. An advance tax ruling regime seeks to promote clarity and consistency regarding the application of the tax law for both taxpayers and the tax authority. However, there are also inherent risks associated with the proliferation of granting confidential advance tax rulings which are not published or otherwise reported. This Tax Law IMF Technical Note focuses on designing an advance tax ruling regime in the nature of private tax rulings.
Based on the large corpora of journalistic English, this title examines dependency relations and related properties at both syntactic and discourse levels, seeking to unravel the language patterns of real-life usage. With a focus on rank-frequency distribution, the author investigates the distribution of linguistic properties/units from the perspectives of properties, motifs and sequencings. At the syntactic level, the book analyses the following three dimensions: various combinations of a complete dependency structure, valency and dependency distance. At the discourse level, it proves that the elements can also form dependency relations by exploring (1) the rank-frequency distribution of Rhetorical Structure Theory relations, their motifs, discourse valency and discourse dependency distance; (2) whether there is top-down organisation or an inverted pyramid structure at all the three discourse levels; and (3) whether discourse dependency distances and valencies are lawfully distributed, following the same distribution patterns as those at the syntactic level. This book will be of great value for scholars and students of quantitative linguistics and computational linguistics and its practical insights will also benefit professionals of language teaching and journalistic writing.
Research over the past decades has firmly established the genetic basis of cancer. In particular, studies on animal tumour viruses and chromosome rearrangements in human tumours have concurred to identify so-called ‘proto-oncogenes’ and ‘tumour suppressor genes’, whose deregulation promotes carcinogenesis. These important findings not only explain the occurrence of certain hereditary tumours, but they also set the stage for the development of anti-cancer drugs that specifically target activated oncogenes. However, in spite of tremendous progress towards the elucidation of key signalling pathways involved in carcinogenesis, most cancers continue to elude currently available therapies. This stands as a reminder that “cancer” is an extraordinarily complex disease: although some cancers of the haematopoietic system show only a limited number of characteristic chromosomal aberrations, most solid tumours display a myriad of genetic changes and considerable genetic heterogeneity. This is thought to reflect a trait commonly referred to as ‘genome instability’, so that no two cancers are ever likely to display the exact same genetic alterations. Numerical and structural chromosome aberrations were recognised as a hallmark of human tumours for more than a century. Yet, the causes and consequences of these aberrations still remain to be fully understood. In particular, the question of how genome instability impacts on the development of human cancers continues to evoke intense debate.
