This book examines Iran’s policy in the Persian Gulf from 1968 to 1975 after the British military withdrawal from the region in 1971. It deals in detail with the questions of Bahrain and the Shatt-al Arab and examines the relationship of Britain’s ‘East of Suez Policy’ (1968-1971) to the politics of the region, and, especially, the role of Iran. Britain’s military pullout from the Persian Gulf influenced Iran’s determination to build a credible deterrent to replace the “power vacuum” without the intervention of foreign powers. The main factors which influenced Iran’s policy in the region were the Iranian oil industry, Persian Gulf security, Iran’s military preparedness and arms build-up.

This study of the foreign relations of a small state in a zone of Great-Power conflict focuses on the evolution of Iranian foreign policy from a struggle for national survival to the achievement of preponderance in an otherwise unstable region. The topic is of special interest because of the continuing proliferation of new actors on the international stage and the paucity of published studies of their foreign affairs. It is also particularly timely because of the increasing importance of the Persian Gulf and of oil in world politics. Recognizing that international politics exercises a major influence on the diplomacy of a small state by imposing constraints as well as offering options, the author argue that the success of Iranian diplomacy in achieving a balanced international posture and a strong regional policy is primarily a result of two factors: the gradual transformation of Soviet policy toward Iran from expansionism to accommodation, and Iran's enhanced economic and political capabilities. A perceptive interpretation of the international political environment and a realistic recognition of the constraints and opportunities involved have redounded to the advantage of Iran. Consequently Iran has been able to use its proximity to a Great Power with a long history of expansionist aspirations in order to pursue a posture of de facto nonalignment without abandoning a generally pro-Western orientation. The authors have designed their book to provide a detailed case study of Iranian foreign policy within an analytical framework conductive to theorizing about the foreign policy of other comparable small states. Previous treatments of the subject have ignored insights afforded by contemporary international relations, and have been largely historical and descriptive. The present volume, taking a different approached, should serve both the specialist on Iranian affairs and the student of international relations and comparative foreign policy. Sir John Malcolm (1769-1833) was a British soldier, colonial administrator, diplomat, linguist, and historian. He was born in Scotland, left school at age 12, and, through an uncle, secured a position in the East India Company. While stationed in various parts of India as an officer in the company's military forces, he became interested in foreign languages, which he studied diligently. He became fluent in Persian and, over the years, served as an interpreter and British envoy to Persia in various capacities. In 1815, he published his The History of Persia, From the Most Early Period to the Present Time, which earned him literary fame and an honorary doctorate from Oxford University. In two volumes, the book covers the period from the legendary Pishdadian Dynasty to the early 19th century. Malcolm drew on both written sources and his own extensive experiences in India and Persia. Volume 2 is particularly valuable as an account of Persia in the early 1700s, with descriptions of the country's rulers, religions, government, and society. Although Malcolm deeply admired Persian culture and civilization, he believed that the country badly needed political reform, a subject that he addressed in the concluding section of the book. Translated into French in 1821 and German in 1830, The History of Persia was the standard Western work on Persia until the appearance, in 1915, of Percy Molesworth Sykes's A History of Persia.
