This book is the first full history of South African intelligence and provides a detailed examination of the various stages in the evolution of South Africa’s intelligence organizations and structures. Covering the apartheid period of 1948-90, the transition from apartheid to democracy of 1990-94, and the post-apartheid period of new intelligence dispensation from 1994-2005, this book examines not only the apartheid government’s intelligence dispensation and operations, but also those of the African National Congress, and its partner, the South African Communist Party (ANC/SACP) – as well as those of other liberation movements and the ‘independent homelands’ under the apartheid system. Examining the civilian, military and police intelligence structures and operations in all periods, as well as the extraordinarily complicated apartheid government’s security bureaucracy (or 'securocracy') and its structures and units, the book discusses how South Africa’s Cold War ‘position’ influenced its relationships with various other world powers, especially where intelligence co-operation came to bear. It outlines South Africa’s regional relationships and concerns – the foremost being its activities in South-West Africa (Namibia) and its relationship with Rhodesia through 1980. Finally, it examines the various legislative and other governance bases for the existence and operations of South Africa’s intelligence structures – in all periods – and the influences that such activities as the Rivonia Trial (at one end of the history) or the Truth and Reconciliation Commission (at the other end) had on the evolution of these intelligence questions throughout South Africa’s modern history. This book will be of great interest to all students of South African politics, intelligence studies and international politics in general.
This volume chronicles the story of military aviation in Rhodesia from the early romantic days of "bush" flying in the 20s and 30s when aircraft were refuelled from jerry cans and landing grounds were often the local golf course. In 1939, before the outbreak of World War II, the tiny Rhodesian Air Force became the first to take up battle stations. The three Rhodesian squadrons served in East Africa, the Western Desert, Italy and Western Europe. At home, Rhodesia became a vast training ground for airmen from Britain, the Commonwealth, and Greece. After the war, Rhodesia rebuilt its air force on a tiny budget -- equipping it with Ansons, Spitfires, Vampires, Canberras, Hunters and Alouettes. The first edition of this work, published in 1993, refuted the notion that administrative ethics could not be studied empirically. In this second edition, Frederickson (public administration, University of Kansas) and Ghere (political science, University of Dayton) expand their scope to include both the managerial and individual/moral dimensions of ethical behavior, and add a new section on administrative ethics and globalization. Other sections cover organizational designs that support ethical behavior, market forces that compromise administrative ethics, and unintended outcomes of anticorruption reforms. This book explores how law and policy makers within the Southern African Development Community regional structure might reform the legal and regulatory frameworks to best capitalise the benefits of the movement of people, drawing lessons from other experienced jurisdictions by critically engaging with the regulatory efforts and approaches in regions such as the European Union, the Economic Community of West African States, and the East African Community to propose a revised approach to migration governance and practice in the SADC. Deeper regional integration allows citizens to move freely across national boundaries, and services are a rising component of global trade and investment. However, global trade in services is stifled by barriers at and behind the border. These barriers make it difficult for service providers from developing regions to access key markets in their preferred modes of service trade. Against this background, this book aims to take the discussion on furthering regional integration and trade through the movement of people by tackling issues on stringent immigration policies, arguing that having a vibrant and rewarding trade in services will require an approach towards the unrestricted movement of persons.
