This book presents a model for describing the hierarchical concept of China’s water rights structure, one which takes into account pioneering theories on natural resources and environmental institutional economics. It highlights the basic theory of water rights, with a view to helping Chinese policymakers acquire a deeper understanding of water rights and the need for a reform program in the long-term development of water-poor China. To do so, it draws on three main sources: Cheung SNS’s “Economic Explanation”, Douglas C. North’s “New Economic History” and Ray Huang’s “Macro History”. The book makes two essential contributions: it elaborates the hierarchical water governance structure in China, which originated in the Qin Dynasty that unified the country 2000 years ago and has been employed without interruption ever since; further, it constructs a choice model for water governance structures and advances the logic of making structural choices with minimum transaction costs under constraint conditions, while also explaining the inherent nature of China’s choice for the hierarchical structure from the perspectives of management cost and cooperation cost. As such, the book enriches and builds on the theories of the “water governance” school represented by Karl Marx, Karl Wittfogel and Ray Huang, laying the foundation for the further study of water rights theory in contemporary China.

About the author Gustaf Olsson, Professor Em. in Industrial Automation, Lund University, Sweden Since 2006, Gustaf has been Professor Emeritus at Lund University, Sweden. Gustaf has devoted his research to control and automation in water systems, electrical power systems and process industries. From 2006 to 2008 he was part time professor in electrical power systems at Chalmers University of Technology, Sweden. He is guest professor at the Technical University of Malaysia (UTM) and at the Tsinghua University in Beijing, China and he is an honorary faculty member of the Exeter University in UK. Between 2005 and 2010 he was the editor-in-chief of the journals Water Science and Technology and Water Science and Technology/Water Supply, (IWA Publishing). From 2007 to 2010, he was a member of the IWA Board of Directors and in 2010 he received the IWA Publication Award. In 2012 he was the awardee of an Honorary Doctor degree at UTM and an Honorary Membership of IWA. Gustaf has guided 23 PhDs and a few hundred MSc students through their exams and has received the Lund University pedagogical award for distinguished achievements in the education". The report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.
