The European Union (EU) has provided trade preferences to the African, Caribbean and Pacific (ACP) countries since 1975. To maintain these preferences, a series of economic partnership agreements (EPAs) between the EU and regional groupings of ACP countries are being agreed, (negotiations started around 2003 and many framework agreements have been signed). As multilateral negotiations within the World Trade Organisation have stalled, EPAs are currently the single most important policy issue for ACP trade. This volume assesses EPAs and the potential impact on ACP countries, provides guidance for ACP negotiators in future negotiations and introduces methods to analyse the impact of future trade reforms. The essential features are that ACP countries commit to remove tariffs on substantially all imports from the EU and the EU offers improved market access to ACP exporters. For ACP countries the major impacts will be increased imports from the EU, hence a loss of tariff revenue and increased competition from imports in domestic and regional markets, implying significant adjustment costs, which may be offset by some increases in exports to the EU. This collection excellently outlines a variety of analytical methods that can be used to assess the potential economic effects of trade policy reforms, shows how these can be applied to EPAs and derives implications for the issues that should be addressed in negotiating the details of agreements. This valuable contribution offers a balanced assessment of the issues and should be essential reading for postgraduates and researchers focussing on Development Economics. This publication displays the menu for choice of available methods to evaluate the impact of Free Trade Agreements (FTAs). It caters mainly to policy makers from developing countries and aims to equip them with some economic knowledge and techniques that will enable them to conduct their own economic evaluation studies on existing or future FTAs, or to critically re-examine the results of impact assessment studies conducted by others, at the very least.
Nearly half of trade agreements concluded in the past five years included either a labor chapter or labor provision that makes reference to international labor standards and ILO instruments. The evidence so far suggests that labor provisions have been an important tool for raising awareness and improving laws and legislations with respect to workers' rights, increasing stakeholder involvement in negotiation and implementation phases, and developing domestic institutions to better monitor and enforce labor standards. But challenges remain, particularly with respect to sustainability of impacts, coherence, and cooperative efforts. This new report, part of the Studies on Growth with Equity series, gives a full examination of the scope and effectiveness of these labor provisions.
Republican presidential candidate Donald J. Trump's sweeping proposals on international trade, if implemented, could unleash a trade war that would plunge the US economy into recession and cost more than 4 million private sector American jobs, according to an empirical analysis of the two candidates' trade agendas by the Peterson Institute for International Economics. Hillary Clinton, the Democratic candidate, has expressed skepticism about trade but does not advocate a change in the status quo. Marcus Noland, Tyler Moran, and Sherman Robinson employ a macroeconomic model to show that if Trump raises tariffs sharply on China, Mexico, and other trading partners, export-dependent US industries in the information technology, aerospace, and engineering sectors would be the most severely affected. But the shock resulting from Trump's proposed trade sanctions would also damage sectors not engaged directly in trade. In a separate legal analysis, Gary Clyde Hufbauer argues that there is ample precedent and scope for a US president to unilaterally raise tariffs as Trump has vowed to do as a centerpiece of his trade policy.

Financial inclusion through microfinance has become a powerful force in improving the living conditions of poor farmers, rural non-farm enterprises and other vulnerable groups. In its unique ability to link the existing extensive network of India’s rural bank branches with the Self Help Groups (SHG), the National Bank of Agriculture and Rural Development (NABARD) has covered up to 97 million poor households by March 2010 under its Self Help Group Bank Linkage Programme. Policy-makers have proclaimed SHGs as ‘‘the most potent initiative ... for delivering financial services to the poor in a sustainable manner." This book presents a comprehensive scientific assessment of the impact of the Self Help Group Bank Linkage Programme (SBLP) on the member households. The book discusses wide-ranging topics, including the rural financial sector in India, the history and structure of the SBLP, the impact methodologies, the economic and social impact of microfinance, its role in building assets while reducing poverty and vulnerability, the role of women and their empowerment, training and accumulation of human capital and policy implications of lessons learned. The empirical results show that vulnerability of the more mature SHG members declines significantly. Vulnerability also falls for villages with better infrastructure and for SHGs that are formed by NGOs and linked by banks. The results strongly demonstrate that on average, there is a significant increase in the empowerment of the female participants. The economic impact of SBLP is found to be the most empowering. Greater autonomy and changes in social attitudes also lead to female empowerment. The investigation further reveals that training (especially business training) has a definite positive impact on assets but not on income. The impact of training can be improved through better infrastructure (as in paved roads), linkage model type, and the training organiser. Bridging the gap in the existing literature and between academics and practitioners, this book moves beyond the usual theoretical issues in the impact assessment literature and draws on new developments in methodology. It will be of interest to academics, development practitioners and students of economics, political science, sociology, public policy and development studies.
