Indonesia has the second largest expanse of tropical moist forests in the world: about 78 per cent of its land mass is classified as forest land. These forests are important to Indonesia for their economic and social significance and to the global community for their biodiversity and as a carbon sink. The main pressures on the forests come from logging, degradation from forest concessions and plantations, rural consumption, and forest fires. This case study is one of six evaluations of the implementation of the World Bank's 1991 Forest Strategy.
This open access book presents the state-of-the-art environmental governance research and practices in Indonesia. It offers a wide scope, covering different sectors (e.g., forestry, mining) and geographical landscapes (e.g., inland and coastal areas). This book engages with existing theories and frameworks, including Earth System Governance, Adaptive and Interactive Governance, among others to trigger a debate regarding the operationalization of such concepts, which are mostly developed for the Global North context. It is also our ambition to incorporate more empirical knowledge from local contexts to indicate research gaps and future directions for environmental governance research agenda to be more diverse, inclusive, and facilitate the incorporation of inter-and transdisciplinary knowledge. This book will be useful for researchers, students, practitioners, and policymakers who are interested in the field of environmental governance, especially in Indonesia. Indonesia is one of the countries with the fastest-growing economies in Asia. Indonesia is rich in natural resources but also suffers from overexploitation and environmental threats exacerbated by climate and human pressures. Along with the growing global ambitions for achieving sustainable development and capacity to adapt to current and future threats, including climate change impacts and disaster risk, Indonesia's commitments to balance development while safeguarding a good environmental status are also increasing. The challenge is on how to govern complex and systemic natural, social and governance systems while adhering to the principle of equity and justice? As it will require more than traditional hierarchical modes of governance and current regulatory instruments (i.e., law and regulations). This is an open access book.
China is in the throes of two transitions: from a command economy to a market-based one and from a rural, agricultural society to an urban, industrial one. So far, both transitions have been spectacularly successful. China is the fastest-growing economy in the world, with per capita incomes more than quadrupling since 1978, achieving in two generations what took other countries centuries. Although swift growth and structural change have resolved many problems, they also have created new challenges: employment insecurity, growing inequality, stubborn poverty, mounting environmental pressures, rising costs of food self-sufficiency, and periods of macroeconomic instability stemming from incomplete reforms. Unmet, these challenges could undermine the sustainability of growth, and China's promise could fade. China 2020, a seven-volume set, examines China's recent history, where it is today, and the path it should follow during the first two decades of the 21st century. The volume in the set entitled, Old Age Security: Pension Reform in China highlights two severe difficulties with China's current pension system: the urgent and immediate problem of the pension burden placed on state-owned enterprises, and the longer-term predicament arising from a rapidly aging population. State enterprises inherited heavy pension obligations from the central planning era. With the transition to a market economy, employment in the state enterprise sector is declining, while the number of pensioners is rising rapidly. The study recommends a unified pension system that includes both mandatory funded individual accounts and a social insurance scheme. It also endorses a sustainable contribution rate that attaches considerable importance to long-term financial viability (more than 60 years) and examines the risks associated with low compliance rates and low interest rates.
Environmentally and socially sustainable policies are essential for good governance. Strategic Environmental Assessment (SEA) is the key tool for integrating environmental considerations into policies, programs and plans. This book focuses on SEA applied to policies. Through lessons learned from previous use of SEA on policies, it draws lessons on the strengths and weaknesses of current SEA methodology. It then goes on to analyze how policies are formulated and implemented and proposes a new conceptual framework for conducting SEA of policies thatpotentially could be more useful in influencing decision makers to integrate environmental sustainability considerations into policy formulation and implementation.
This book draws upon diverse approaches and understandings of sustainability transformations, social transitions and environmental accountabilities. It presents case studies that highlight real-world consequences of changing ideas about how best to achieve effective and durable sustainability transformations and examines how environmental accountabilities and social transitions influence sustainability transformations. Each chapter provides insights regarding how new knowledge and perspectives matter for whether, when, and how people, governments, corporations and international organisations seek and pursue solutions to social-ecological challenges and sustainability dilemmas. It pays sustained attention to whether and how understandings and applications of accountability can improve international sustainability transformations. The chapters presented in this book consider some pressing questions concerning social transitions and environmental accountabilities: how can they contribute to sustainability transformations, how do they influence the scalability of sustainability transformations, and, how can such sustainability transformations become durable?
Indonesia has been remarkably successful in achieving its development objectives over the past 25 years. Although it is still a low-income country, its tradition of sound economic management has laid the foundations for continued progress in the decades ahead. As the Indonesian government formulates its second long-term development plan, issues of environmental quality and sustainability raise new concerns. This report examines environmental issues, assesses their implications for the achievement of development goals, and suggests an action plan that would help to ensure that those goals will be met. The analysis of current environmental conditions and trends and of the likely impact of future growth leads to three main conclusions: - Future growth will depend increasingly on Indonesia's stock of key natural resources and the sustainability of critical ecosystems. -The industrial sector will continue to expand in urban areas, where growing congestion and industrial pollution pose an immediate threat to health and human welfare. Pluralism is a political belief that acknowledges individuals’ rights to pursue their interests, but requires society to resolve differences where they infringe upon each other. This guide shows how pluralism helps people to value social differences and provides clear principles and rules about how to coordinate those differences. The guide reviews pluralism’s origins, key elements and strengths and weaknesses. It examines how people think about differences, including the psychological obstacles that cause us to exclude or ignore others. Practices are examined with examples drawn from forest-related contexts: legal pluralism, multistakeholder processes and diversity in work teams. Questions are provided to help the reader assess and practice pluralism in their own settings.
