Know Your ASEAN sets down, in clear and simple language, the basic facts about the Association of Southeast Asian Nations. It does so in the form of 40 questions and their answers. This is the second edition of the booklet that was among the contributions of the Institute of Southeast Asian Studies to the observance of the 40th anniversary of ASEAN's founding on 8 August 1967. The booklet provides facts on ASEAN's establishment, membership, financing and decision-making. It recalls the association's contributions to regional security. It explains what ASEAN is doing to integrate the regional economy and promote regional cooperation on the environment, infectious diseases, counter-terrorism, poverty reduction and natural disasters. It clarifies such issues as non-interference and human rights. It touches on ASEAN's relations with other countries and international institutions. Since the first edition was published in 2007, many developments have taken place in ASEAN and Southeast Asia, including the adoption of the ASEAN Charter. Hence, the need for an updated version of the text. Through this booklet and their other work, ISEAS and its ASEAN Studies Centre hope to contribute to the expansion of public understanding about ASEAN, recognizing the fact that regional solidarity, integration and cooperation are possible only with sufficient public support. From 2001 to 2006, Prime Minister Thaksin Shinawatra transformed Thailand's international role from one of obscurity into a kind of regional hegemon. Thaksin's diplomatic ambitions were reflected in his myriad of grandiose foreign policy initiatives, designed to locate Thailand at the forefront of regional politics and reinstall the Thai sphere of influence over weaker neighbouring states. He abolished the traditional bending-with-the-wind foreign policy, revamped the Thai Foreign Ministry, and empowered Thai envoys through the CEO Ambassadors programme. But in this process, Thaksin was accused of exploiting foreign policy to enrich his business empire. Thaksin's reinvention of Thailand as an up-and-coming regional power was therefore tainted by conflicts of interest and the absence of ethical principles in the country's foreign policy.

This authoritative book provides a comprehensive political history of the Association of Southeast Asian Nations (ASEAN), the ten members of which are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. Leading scholar Donald E. Weatherbee follows ASEAN from its inception in 1967, when it was founded with the goal of promoting peace, stability, security, and economic growth in the region. Throughout, a basic assumption of its leaders has been that the achievement of the first three conditions is necessary for the fourth. Weatherbee traces ASEAN’s three reinventions: in 1976, it made security a primary Cold War interest; in 1992, it refocused on economic integration; in 2007, it adopted the ASEAN Charter, which was the legal basis for the establishment of the ASEAN Community in 2015. He shows how at each stage of its development, ASEAN has dealt at three levels of action: the regional international order; intra-ASEAN relations; and the spillover of the domestic politics of member states into regional relations, particularly on questions of democracy and human rights. ASEAN’s greatest contemporary political challenge is in adapting to the regional impact of the US–China rivalry, particularly over South China Sea issues. For ASEAN to maintain its claim to centrality as a driving force in the regional security architecture, the author argues, a fourth reinvention may be required. Regional security institutions play a significant role in shaping the behavior of existing and rising regional powers by nurturing security norms and rules, monitoring state activities, and sometimes imposing sanctions, thereby formulating the configuration of regional security dynamics. Yet, their security roles and influence do not remain constant. Their raison d’etre, objectives, and functions experience sporadic changes, and some institutions upgrade military functions for peacekeeping operations, while others limit their functions to political and security dialogues. The question is: why and how do these variances in institutional change emerge? This book explores the mechanisms of institutional change, focusing on regional security institutions led by non-great powers. It constructs a theoretical model for institutional change that provides a new understanding of their changing roles in regional security, which has yet to be fully explored in the International Relations field. In so doing, the book illuminates why, when, and how each organization restructures its role, function, and influence. Using case studies of the Association of Southeast Asian Nations (ASEAN), the Economic Community of West African States (ECOWAS), and the Organization of African Unity (OAU)/ African Union (AU), it also sheds light on similarities and differences in institutional change between regional security institutions.
