In this book, Jiro Okamoto explores the development of Australia's foreign economic policy towards ASEAN. He examines in detail decisive factors such as changes in the international and regional environment and the replacement of a dominant policy coalition with another in Australia's domestic policy process. His analysis shows that the shifts in Australia's ASEAN policy have not only closely reflected changes in Australia's overall foreign economic policy orientation, but that Australia's ASEAN policy strongly drove the change at key junctures. His work also offers important insights into the prospect of an "inclusive" economic integration process in East Asia. Although Australia's foreign economic policy has been an important element in regional economic cooperation, its inclusion in the East Asian integration process still remains ambiguous.
Originally published in 1986, this book evaluated the review of the Australian Overseas Aid Program (the 1984 Jackson Report) and discusses the significance of Australia’s contribution to overseas aid for the future. The book focusses on the overall context of the Jackson report; discusses the geographical distribution of aid proposed by the report and examines aid administration in its more specific bureaucratic context and with broader questions of community participation in developmental processes.
This report finds that despite past differences and periodic setbacks, the relationship between ANZ and Southeast Asia has become increasingly solid and multi-faceted, as successive Australian, New Zealand and Southeast Asian governments have taken steps since the early 1970s to facilitate mutual ties and interaction in a wide range of areas. What is most striking is that in recent years much of the real substance in the relationship between ANZ and Southeast Asia has developed without the direct assistance or guidance of governments as private business, education and travel have mushroomed. From being largely government-fostered in the 1970s, the links between the two regions have become more broadly based and oriented towards closer contacts between people. This is the "soft power" of the new relationship between ANZ and Southeast Asia.
