Asbury Park began development as a resort area in the late 19th century. While the city enjoyed popularity and prosperity for almost a century afterwards, suburban flight and social unrest, among other factors, contributed to the city's economic decline in the 1970s, a condition that continues to the present. This 1984 plan is for redevelopment of the waterfront area including the entire beachfront, extending four blocks deep to Grand Avenue. This first work product contains an introduction to the study area and objectives; an inventory of existing conditions and plans; special areas like inlets, dunes and fishing areas and an explanation of problems, assets and opportunities.
