On July 22, 2011, Anders Behring Breivik detonated a car bomb in downtown Oslo, Norway. He didn't stop there, traveling several hours from the city to ambush a youth camp while the rest of Norway was distracted by his earlier attack. That's where the facts end. But what motivated him? Did he have help staging the attacks? The evidence suggests a startling truth: that this was the work of one man, pursuing a mission he was convinced was just. If Breivik did indeed act alone, he wouldn't be the first. Timothy McVeigh bombed a federal building in Oklahoma City based essentially on his own motivations. Eric Robert Rudolph embarked on a campaign of terror over several years, including the Centennial Park bombing at the 1996 Olympics. Ted Kaczynski was revealed to be the Unabomber that same year. And these are only the most notable examples. As George Michael demonstrates in Lone Wolf Terror and the Rise of Leaderless Resistance, they are not isolated cases. Bounded Thinking offers a new account of the virtues of limitation management: intellectual virtues of adapting to the fact that we cannot solve many problems that we can easily describe. Adam Morton argues that we do give one another guidance on managing our limitations, but that this has to be in terms of virtues and not of rules, and in terms of success—knowledge and accomplishment—rather than rationality. He establishes a taxonomy of intellectual virtues, which includes 'paradoxical virtues' that sound like vices, such as the virtue of ignoring evidence and the virtue of not thinking too hard. There are also virtues of not planning ahead, in that some forms of such planning require present knowledge of one's future knowledge that is arguably impossible. A person's best response to many problems depends not on the most rationally promising solution to solving them but on the most likely route to success given the profile of intellectual virtues that the person has and lacks. Morton illustrates his argument with discussions of several paradoxes and conundra. He closes the book with a discussion of intelligence and rationality, and argues that both have very limited usefulness in the evaluation of who will make progress on which problems.

The information age has become a reality, and has brought with it many implications for public administration. New ICT's offer new opportunities for government and governing, but at the same time they pose challenges in some key areas of public administration, like trust, or the idea of checks and balances. This book is an examination of the developments and effects of ICT in public administration over the last 10 to 15 years. It represents a re-visiting of the 1998 IOS Press publication ‘Public Administration in an Information Age: A Handbook’. As a point of departure, the authors of this new book have chosen the speed of the succession of theoretical approaches, represented by the 'phase of theories' which has appeared since 1998. This approach, which reflects that of the 1998 handbook, avoids the impression of technological determinism and provides an opportunity to focus on the phases of theory and technological developments. The book is divided into five sections. The first section examines key issues, and the second focuses on aspects of democracy. In the third section, the focus shifts towards structural conditions; the conditions that public administration has to meet in order to maintain its effectiveness and its legitimacy in the information age. Section four addresses some objects of implementation, like IT-inspired redesign, HRM and the phenomenon of Street Level Bureaucrats. Finally, the last section offers some concluding thoughts.
