The three-volume set LNCS 13980, 13981 and 13982 constitutes the refereed proceedings of the 45th European Conference on IR Research, ECIR 2023, held in Dublin, Ireland, during April 2-6, 2023. The 65 full papers, 41 short papers, 19 demonstration papers, and 12 reproducibility papers, 10 doctoral consortium papers were carefully reviewed and selected from 489 submissions. The accepted papers cover the state of the art in information retrieval focusing on user aspects, system and foundational aspects, machine learning, applications, evaluation, new social and technical challenges, and other topics of direct or indirect relevance to search.
This handbook provides comprehensive knowledge on device and system technologies for seamlessly integrated networks of various types of transmission media such as optical fibers and millimeter and THz waves to offer super high-speed data link service everywhere. The seamless integration of the knowledge of radio and optical technologies is needed to construct wired and wireless seamless networks. High-frequency bands such as millimeter-wave and THz-wave bands where super wideband spectra are available can offer high-speed data transmission and high-resolution sensing. However, the expected coverage is limited due to large wave propagation loss. Thus, convergence of radio and optical links is indispensable to construct worldwide networks. The radio and optical technologies share the same physics and are closely related to each other but have been developed independently. Therefore, there is a big gap between these two fields. Bridging the two fields, this handbook is also intended as a common platform to design integrated networks consisting of wireless and wired links. This book constitutes the refereed proceedings of the 17th China Conference on Machine Translation, CCMT 2020, held in Xining, China, in October 2021. It is hard to imagine a world without electronic communication networks, so dependent have we all become on the networks which now exist and have become part of the fabric of our daily lives. This book presents papers from CECNet 2023, the 13th International Conference on Electronics, Communications and Networks, held as a hybrid event, in person in Macau, China and online via Microsoft Teams, from 17-20 November 2023. This annual conference provides a comprehensive, global forum for experts and participants from academia to exchange ideas and present the results of ongoing research in state-of-the-art areas of electronics technology, communications engineering and technology, wireless communications engineering and technology, and computer engineering and technology. The ninth edition of the Italian Conference on Computational Linguistics (CLiC-it 2023) was held from 30th November to 2nd December 2023 at Ca' Foscari University of Venice, in the beautiful venue of the Auditorium Santa Margherita - Emanuele Severino. After the edition of 2020, which was organized in fully virtual mode due to the health emergency related to Covid-19, and CLiC-it 2021, which was held in hybrid mode, with CLiC-it 2023 we are back to a fully in-presence conference. Overall, almost 210 participants registered to the conference, confirming that the community is eager to meet in person and to enjoy both the scientific and social events together with the colleagues.
This book presents the proceedings of the 24th European Conference on Artificial Intelligence (ECAI 2020), held in Santiago de Compostela, Spain, from 29 August to 8 September 2020. The conference was postponed from June, and much of it conducted online due to the COVID-19 restrictions. The conference is one of the principal occasions for researchers and practitioners of AI to meet and discuss the latest trends and challenges in all fields of AI and to demonstrate innovative applications and uses of advanced AI technology. The book also includes the proceedings of the 10th Conference on Prestigious Applications of Artificial Intelligence (PAIS 2020) held at the same time. A record number of more than 1,700 submissions was received for ECAI 2020, of which 1,443 were reviewed. Of these, 361 full-papers and 36 highlight papers were accepted (an acceptance rate of 25% for full-papers and 45% for highlight papers). This open access book presents a comprehensive collection of the European Language Equality (ELE) project’s results, its strategic agenda and roadmap with key recommendations to the European Union on how to achieve digital language equality in Europe by 2030. The fabric of the EU linguistic landscape comprises 24 official languages and over 60 regional and minority languages. However, language barriers still hamper communication and the free flow of information. Multilingualism is a key cultural cornerstone of Europe, signifying what it means to be and to feel European. Various studies and resolutions have found a striking imbalance in the support of Europe’s languages through technologies, issuing a call to action. Following an introduction, the book is divided into two parts. The first part describes the state of the art of language technology and language-centric AI and the definition and metrics developed to measure digital language equality. It also presents the status quo in 2022/2023, i.e., the current level of technology support for over 30 European languages. The second part describes plans and recommendations on how to bring about digital language equality in Europe by 2030. It includes chapters on the setup and results of the community consultation process, four technical deep dives, an overview of existing strategic documents and an abridged version of the strategic agenda and roadmap. The recommendations have been prepared jointly with the European community in the fields of language technology, natural language processing, and language-centric AI, as well as with representatives of relevant initiatives and associations, language communities and regional and minority language groups. Ensuring appropriate technology support for all European languages will not only create jobs, growth and opportunities in the digital single market. Overcoming language barriers in the digital environment is also essential for an inclusive society and for providing unity in diversity for many years to come.
