To the Senate and the House of Representatives: We have the honor to submit herewith Parts I and II of the report of the United States commission, appointed by the President and authorized by an act approved March 4, 1913, "to investigate and study in European countries cooperative land-mortgage banks, cooperative rural credit unions, and similar organizations and institutions devoting their attention to the promotion of agriculture and the betterment of rural conditions" and "to submit a report to Congress as early as practicable embodying the results of its investigations and such recommendations as it may see fit to make." Parts I and 11 relate to land-mortgage or long-term credit. Part III, relating to personal or short-term credit, will be submitted to Congress at an early date. The information and evidence relating to agricultural cooperation and rural credit in Europe secured by the United States commission, in cooperation with the American commission assembled under the auspices of the Southern Commercial Congress as provided by law, was ordered printed as Senate Document No. 214 on October 20, 1913.
