This edited volume brings together critical insights that address the multifaceted problems of governance and democracy in the developing regions with specific reference to Africa. It explores both the externally prescribed and home-grown governance initiatives geared toward democracy and development, and suggests alternative strategies to improve the processes and institutions of governance. The chapters in the book deal with major concerns related to governance, including the strengths and limits of existing policies and practices and the structure and role of state and non-state institutions in promoting democracy and participation. All these issues, in general, have great significance for realizing an authentic and enduring mode of democratic governance in the developing world.
Annotation This book brings together different perspectives on the role of conditionality, drawing on the experiences and lessons learned by the donor community, NGO critics and academic circles, and the borrowing countries, and provides a board overview of contemporary approaches to conditionality in today's aid architecture.
What do we know about economic development in Africa? The answer is that we know much less than we would like to think. This collection assesses the knowledge problem present in statistics on poverty, agriculture, labour, education, health, and economic growth. While diverse in origin, the contributors to this book are unified in two conclusions: the quality and quantity of data needs to be improved; and this is a concern not just for statisticians. Weaknesses in statistical methodology and practice can misinform policy makers, international agencies, donors, the private sector, and the citizens of African countries themselves. This is also a problem for academics from various disciplines, from history and economics to social epidemiology and education policy. Not only does academic work on Africa regularly use flawed data, but many problems encountered in surveys challenge common academic abstractions. By exploring these flaws, this book will provide a guide for scholars, policy makers, and all those using and commissioning surveys in Africa. This book explores the significant economic transformation of Ghana over the three decades since the end of the Cold War, focusing on the role of political-economic change and reform. The Politics of Economic Reform in Ghana presents a range of perspectives from scholars drawn from both academia and policy-making on the way Ghanaian economic reforms have been shaped by various political and economic actors. Recently, though, talk has turned to Africa rising, with enthusiastic voices exclaiming the potential for economic growth across many of its countries. What, then, is the truth behind Africa’s growth, or lack of it? In this provocative book, Morten Jerven fundamentally reframes the debate, challenging mainstream accounts of African economic history. Whilst for the past two decades experts have focused on explaining why there has been a ‘chronic failure of growth’ in Africa, Jerven shows that most African economies have been growing at a rapid pace since the mid nineties. In addition, African economies grew rapidly in the fifties, the sixties, and even into the seventies. Thus, African states were dismissed as incapable of development based largely on observations made during the 1980s and early 1990s. The result has been misguided analysis, and few practical lessons learned. This is an essential account of the real impact economic growth has had on Africa, and what it means for the continent’s future.
Civil conflicts in Africa range from few interstate wars to several intrastate conflicts characterized by secessionist movements, irredentism, coups and counter coups, genocide, wars of liberation to resource-based wars. The varied causes of conflicts in the continent's diverse and complex social formations are seen in ethnic terms and include struggles for economic/environmental resources, poor institutions of governance and issues of identity such as religion, language and racial differences. The core issue addressed in this volume is how to understand and explain the structural and analytical reasons for persistent civil conflicts in Africa. The core assumption is that most civil conflicts in Africa erupt largely because of the nature of state formation in the continent. Other significant variables that are explored as explanations for the persistent instances of civil conflicts in sub-Saharan Africa and the slow efforts at nation-building across the continent include issues of territoriality, climate change, ethnicity, ideological incongruities, institutional problems, the nature of postcolonial state, unreformed governance and economic structures, and corruption.This book also examines some sources of unresolved issues of territoriality and explains their connections to political violence and socio-political and cultural tensions across sub-Saharan Africa. It offers suggestions on how scholarly research and policies could help mediate if not mitigate future territorially-based conflicts in Africa.
There is no term so heavily contested in social science literature/nomenclature than ‘Development’. This book brings Indigenous perspectives to African develop¬ment. It is argued that contrary to development as we know it not working, a greater part of the problem is that conventional development approaches that work have in fact not truly been followed to the letter and hence the quagmire. All this is ironic since everything we do about our world is development. So, how come there is “difficult knowledge” when it comes to learning from what we know, i.e., what local peoples do and have done for centuries as a starting point to recon¬structing and reframing ‘development’? In getting our heads around this paradox, we are tempted to ask more questions. How do we as African scholars and research¬ers begin to develop “home-grown solutions” to our problems? How do we pioneer new analytical systems for understanding our communities and offer a pathway to genuine African development, i.e., Indigenist African development? (see also Yankah, 2004). How do we speak of Indigenist development mindful of global developments and entanglements around us? Can we afford to pursue development still mired in a “catch up” scenario? Are we in a race with the development world and where do we see this race ending or where do we define as the ‘finishing line’? The cultural diversity of the Asia-Pacific region is reflected in a multitude of linguistic ecologies of languages of lesser power, i.e., of indigenous and immigrant languages whose speakers lack collective linguistic power, especially in education. This volume looks at a representative sampling of such communities. Some receive strong government support, while others receive none. For some indigenous languages, the same government schools that once tried to stamp out indigenous languages are now the vehicles of language revival. As the various chapters in this book show, some parents strongly support the use of languages other than the national language in education, while others are actively against it, and perhaps a majority have ambivalent feelings. The overall meta-theme that emerges from the collection is the need to view the teaching and learning of these languages in relation to the different needs of the speakers within a sociolinguistics of mobility.
