The study developed a results framework to analyze Rwanda’s progress towards selected CAADP/Malabo, SDGs and Agenda 2063 goals. A Computable General Equilibrium model linked to an income distribution Micro-Simulation model were used to identify priority investment areas for accelerated agricultural growth, poverty and inequality reduction. The current investment trend simulated in the baseline scenario would leave Rwanda off-track to meet these objectives. The analysis of alternative agricultural investment scenarios shows that enhancing the role of the private sector in agriculture will be critical in curbing supply side constraints. The government plays a central role by creating an environment and making the sector more attractive to private investors. Developments outside of the agricultural sector and social protection will be critical to further reduce poverty. Productivity remains one of the major challenges but also one of the most effective solutions for accelerated agricultural growth in Rwanda. Agricultural investments should be designed considering the agricultural value-chain.
This framework presents ten interrelated principles/elements to guide Sustainable Agricultural Mechanization in Africa (SAMA). Further, it presents the technical issues to be considered under SAMA and the options to be analysed at the country and sub regional levels. The ten key elements required in a framework for SAMA are as follows: The analysis in the framework calls for a specific approach, involving learning from other parts of the world where significant transformation of the agricultural mechanization sector has already occurred within a three-to-four decade time frame, and developing policies and programmes to realize Africa’s aspirations of Zero Hunger by 2025. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.
This paper explores some of the key factors behind Rwanda key successes, including unique institution-building that emphasized governance and ownership; aid-fueled and government-led strategic investment in people, infrastructure, and high-yield economic activity;re-establishment and expansion of a domestic tax base; policies to reduce aid dependency by attracting private investment and bolstering exports; and a purposeful strategy to harness the economic power of gender inclusion.
Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

The book draws upon the expertise and international research collaborations forged by the Worldwide Universities Network Global Africa Group to critically engage with the intersection, in theory and practice, of the Sustainable Development Goals (SDGs) and Africa’s development agendas and needs. Further, it argues that – and demonstrates how – the SDGs should be understood as an aspirational blueprint for development with multiple meanings that are situated in dynamic and contested terrains. As the SDGs have substantial implications for development policy and resourcing at both the macro and micro levels, their relevance is not only context-specific but should also be assessed in terms of the aspirations and needs of ordinary citizens across the continent. Drawing on analyses and evidence from both the natural and social sciences, the book demonstrates that progress towards the SDGs must meet demands for improving human well-being under diverse and challenging socio-economic, political and environmental conditions. Examples include those from the mining industry, public health, employment and the media. In closing, it highlights how international collaboration in the form of research networks can enhance the production of critical knowledge on and engagement with the SDGs in Africa.

Africa is rich in both natural and human resources, yet nearly 200 million of its people are undernourished because of inadequate food supplies. Comprehensive strategies are needed across the continent to harness the power of science and technology (S&T) in ways that boost agricultural productivity, profitability, and sustainability -- ultimately ensuring that all Africans have access to enough safe and nutritious food to meet their dietary needs. This report addresses the question of how science and technology can be mobilized to make that promise a reality.
It is widely agreed that reducing poverty in Africa south of the Sahara (SSA) depends largely on stimulating growth in agriculture. To this end, heads of state in Africa rallied to form the pan-African Comprehensive African Agriculture Development Programme (CAADP) with the goal of raising investments and improving strategy implementation. However, while implementing an agricultural agenda under the CAADP framework, more and more countries have realized that increasing public investment in agriculture alone is not enough. Policy can play an important role not only to make public investment more efficient, but also is crucial for incentivizing private sector and farmer investment in agriculture. Against this backdrop this paper takes stock of current agricultural policies in SSA with a view to identifying policies that are working as well as areas for improvement. The paper examines policies to encourage the adoption of agricultural inputs, initiate greater private-sector investment in agriculture and agro-industries, and manage price volatility while encouraging openness. The paper further reviews successful land tenure policies and property rights systems, reviews the evidence on the synergies between agriculture and nutrition, and examines how CAADP is laying the institutional architecture for improved policy formulation in Africa. In general, the paper finds that although substantial progress has been made, there is considerable scope for improvement. This is not surprising given the relatively primitive and deeply rooted nature of smallholder farming in Africa. Evidence synthesized in the paper supports the view that most policies cannot be implemented in isolation. Rather, policies tend to be most effective when implemented along with complementary policies and public investments.
African agriculture is currently at a crossroads, at which persistent food shortages are compounded by threats from climate change. But, as this book argues, Africa can feed itself in a generation and can help contribute to global food security. To achieve this Africa has to define agriculture as a force in economic growth by advancing scientific and technological research, investing in infrastructure, fostering higher technical training, and creating regional markets.
