This book studies recent attempts to restructure maritime security sectors through capacity building. It innovates both theoretically and empirically. It proposes a new framework for understanding maritime capacity building, drawing on work in peacebuilding and security sector reform. The framework is then applied across empirical case studies from the Western Indian Ocean (WIO) region written by scholars from the Global South. The WIO region is a paradigmatic case to study maritime security and capacity building in action. Countries in the region face the full gamut of maritime security challenges, while their indigenous capacities to deal with these are often weak. In consequence, the region functions as an engine of innovation for maritime capacity building more widely. The lessons and best practices from the region have importance consequences for addressing maritime security across the globe.
The twenty-first century has seen a sharp rise in privatization of the military, especially of logistics and security functions during the U.S.-led wars in Iraq and Afghanistan. The outbreak of Somali piracy that started in 2008 has prompted a similar revolution in maritime security. Private security companies began operating armed escort vessels to protect merchant shipping against pirates off the Horn of Africa. Private Anti-Piracy Navies is intended to provide a contextualized understanding of the historical origins, current state, and future prospects of this fast-changing sector. Centuries ago, the British East India Company used a private navy against piracy in the same waters with much success. Yet since then, international law has evolved to more tightly regulate the use of force by civilians, and to afford greater protections to suspected pirates. Thus, the development of what are in effect private warships has presented numerous legal and regulatory problems. How can the companies that operate these vessels be effectively licensed? Under what circumstances should they be allowed to use lethal force? This book explains how regulators in industry and government have attempted to answer such questions, and highlights the remaining areas of uncertainty. It also addresses the economic factors that drive the struggle between pirates and anti-piracy forces. Of equal concern are operational considerations such as defensive tactics, logistics, and rules of engagement. Security companies must carefully balance rights concerns against the need to defend ships effectively. Partly due to the contribution of private security, piracy in the Indian Ocean has dropped significantly over the past two years, leading to widespread overconfidence. Governments under severe budget pressure may withdraw their naval task forces from the region prematurely, leading to a resurgence of Somali piracy. At the same time, pirates are wreaking havoc in the Gulf of Guinea off West Africa. The book concludes with an assessment of private naval forces’ prospects in these conflicts over the short term, as well as the implications for wider naval privatization in the long run.

To offer security in the maritime domain, governments around the world need the capabilities to directly confront common threats like piracy, drug-trafficking, and illegal immigration. No single navy or nation can do this alone. Recognizing this new international security landscape, the former Chief of Naval Operations called for a collaborative international approach to maritime security, initially branded the "1,000-ship Navy." This concept envisions U.S. naval forces partnering with multinational, federal, state, local and private sector entities to ensure freedom of navigation, the flow of commerce, and the protection of ocean resources. This new book from the National Research Council examines the technical and operational implications of the "1,000-ship Navy," as they apply to four levels of cooperative efforts: U.S. Navy, Coast Guard, and merchant shipping only; U.S. naval and maritime assets with others in treaty alliances or analogous arrangements; U.S. naval and maritime assets with ad hoc coalitions; and U.S. naval and maritime assets with others than above who may now be friendly but could potentially be hostile, for special purposes such as deterrence of piracy or other criminal activity.
This book aims to address ‘boat migration’ with a holistic approach. The different chapters consider the multiple facets of the phenomenon and the complex challenges they pose, bringing together knowledge from several disciplines and regions of the world within a single collection. Together, they provide an integrated picture of transnational movements of people by sea with a view to making a decisive contribution to our understanding of current trends and future perspectives and their treatment from legal-doctrinal, legal-theoretical, and non-legal angles. The final goal is to unpack the tension that exists between security concerns and individual rights in this context and identify tools and strategies to adequately manage its various components, garnering an inter-regional / multi-disciplinary dialogue, including input from international law, law of the sea, maritime security, migration and refugee studies, and human rights, to address the position of ‘migrants at sea’ thoroughly.
As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.
This edited volume focuses on aspects of the understudied theme of African sea-power, including African navies and the engagement of non-African navies with the continent. Africa possesses 48,000 kilometers of coastline, comprising 38 out of 54 of the continent’s states and several strategic choke points for international shipping, such as the Suez Canal, the Gulf of Aden and the Cape of Good Hope. Nevertheless, post-colonial Africa’s small navies and their relations with the navies of external powers have not received much scholarly attention. Focusing on Sub-Saharan Africa, this collection attempts to address this neglect and stimulate further research by offering original chapters related to historical and contemporary themes around Africa’s navies. The historical chapters cover the origin of the Tanzanian, Ethiopian, Nigerian and Ghana navies during the era of decolonization and the Cold War, the asymmetrical naval campaign fought during the Nigerian Civil War (1967-70), and the activities of the Soviet Navy in supporting African states and movements fighting lingering colonialism and white supremacy during the 1970s and 1980s. Focusing on the contemporary situation, other chapters discuss the engagement of the Indian Navy with Africa, the potential role of the Angolan and Mozambican navies in the Southern African Development Community (SADC), the transformation and development of the post-apartheid South African Navy, and the challenges and capabilities of African navies in the early twenty-first century. The book concludes by discussing the question of whether African coastal countries need navies. This book will be of much interest to students of naval power, strategic studies, African politics and International Relations.
