Kirkegaard explores the increasingly dysfunctional state of present US high-skilled immigration laws and recommends a coherent set of immediate reforms, which should aim to facilitate continuously high and increasingly economically necessary levels of high-skilled immigration to the United States. In recent decades American skill levels have stagnated and struggled to make the global top 10. As baby boomers retire, the United States risks losing these skills altogether. In response, the United States should address high-skilled immigration in its broader foreign economic policies in an attempt to remain a global leader in the face of accelerating global economic integration.
In recognition of the growing importance of global labour and employment law, the Center for Labor and Employment Law at New York University School of Law dedicated its 61st Annual Conference on Labor to an in-depth examination of issues arising in this area. Few issues on the American political agenda are more complex or divisive than immigration. There is no shortage of problems with current policies and practices, from the difficulties and delays that confront many legal immigrants to the large number of illegal immigrants living in the country. Moreover, few issues touch as many areas of U.S. domestic life and foreign policy. Immigration is a matter of homeland security and international competitiveness, as well as a deeply human issue central to the lives of millions of individuals and families. It cuts to the heart of questions of citizenship and American identity and plays a large role in shaping both America's reality and its image in the world. Immigration's emergence as a foreign policy issue coincides with the increasing reach of globalization. Not only must countries today compete to attract and retain talented people from around the world, but the view of the United States as a place of unparalleled openness and opportunity is also crucial to the maintenance of American leadership. There is a consensus that current policy is not serving the United States well on any of these fronts. Yet agreement on reform has proved elusive. The goal of the Independent Task Force on U.S. Immigration Policy was to examine this complex issue and craft a nuanced strategy for reforming immigration policies and practices.
In recent years, interest in the large group of skilled immigrants coming from India to the United States has soared. However, this immigration is seen as being overwhelmingly male. Female migrants are depicted either as family migrants following in the path chosen by men, or as victims of desperation, forced into the migrant path due to economic exigencies. This book investigates the work trajectories and related assimilation experiences of independent Indian women who have chosen their own migratory pathways in the United States. The links between individual experiences and the macro trends of women, work, immigration and feminism are explored. The authors use historical records, previously unpublished gender disaggregate immigration data, and interviews with Indian women who have migrated to the US in every decade since the 1960s to demonstrate that independent migration among Indian women has a long and substantial history. Their status as skilled independent migrants can represent a relatively privileged and empowered choice. However, their working lives intersect with the gender constraints of labor markets in both India and the US. Vijaya and Biswas argue that their experiences of being relatively empowered, yet pushing against gender constraints in two different environments, can provide a unique perspective to the immigrant assimilation narrative and comparative gender dynamics in the global political economy. Casting light on a hidden, but steady, stream within the large group of skilled immigrants to the United States from India, this book will be of interest to researchers in the fields of political economy, anthropology, and sociology, including migration, race, class, ethnic and gender studies, as well as Asian studies.

It is not in the US interest to adopt tax and regulatory policies that would discourage global engagement by US multinational corporations (MNCs). Research presented in this book shows that the expansion of foreign affiliates of US MNCs is positively associated with more production, greater employment, higher exports, and more research and development (R&D) in the United States. These findings suggest that less investment abroad by US firms would weaken—not strengthen—the US economy. This analysis by no means implies that there are only winners and no losers from outward investment. Changing patterns of MNC investment, like changing patterns of technology and production more generally, contribute to job losses and dislocations for some workers and to new opportunities for others. To benefit the US economy and US workers most broadly, the United States will want to search for ways to strengthen the appeal of the United States as a base for the operations of international firms. High among the recommendations to accomplish this, the United States should adopt a territorial tax system, like the great majority of developed countries.
Shifts in global economic dominance are by nature tectonic and never precipitated by single events. The Great Recession of 2008–09, however, has presented the European Union, its common currency the euro, and the United States with new global challenges. The transatlantic partnership has dominated the world economy since the early 20th century and, based upon US and European values and interests, has designed and sustained all its principal global political and economic institutions. But countries outside the European Union and United States now account for about half of the world economy, and in the aftermath of the Great Recession their share is growing rapidly. Hence their increasing role and concomitant demands for greater influence over global economic governance pose a series of challenges and opportunities to the European Union and the United States, as illustrated by the eclipse of the G-8 by the G-20. The contributions in this volume by subject area experts from the Peterson Institute for International Economics and Bruegel ponder how or whether the rise of outside actors of potentially equal, or even greater, economic weight will invariably force a rethinking of not only how the European Union and the United States should conduct policy externally towards the new rising economic poles, but also of the substantive contents of the EU-US bilateral economic and political relationship.
