This book constitutes the refereed proceedings of the 24th International Conference on Information and Software Technologies, ICIST 2018, held in Vilnius, Lithuania, in October 2018. The 48 papers presented were carefully reviewed and selected from 124 submissions. The papers are organized in topical sections on information systems; business intelligence for information and software systems; software engineering; and information technology applications.
This report highlights the accomplishments of the Food and Agriculture Organization of the United Nations (FAO) consultations and round-table discussions on the PMP/AB that were held during 2019. These include the following: (i) the Second Multi-Stakeholder Consultation on the Progressive Management Pathway for Improving Aquaculture Biosecurity (PMP/AB2) (29–31 January 2019); (ii) the Progressive Management Pathway for Improving Aquaculture Biosecurity (PMP/AB): First Technical Working Group Meeting (TWG1) (20–22 March 2019); and (iii) the Roundtable Discussions on Aquaculture Biosecurity (22–26 July 2019). It reports on the progress made towards formulating, planning and developing implementation mechanisms for the PMP/AB, based on the comments and recommendations provided by the wide range of stakeholders and experts who participated in these events. In August 2019, the Tenth Session of the Committee on Fisheries (COFI) Sub-Committee on Aquaculture, held in Trondheim, Norway endorsed the PMP/AB and the development of a multidonor-assisted, long-term aquaculture biosecurity component of an aquaculture programme, including its five pillars. Therefore, the FAO, through its Department of Fisheries and Aquaculture, now has a mandate for the further development and implementation of the PMP/AB. Future activities include the establishment of an official Technical Working Group (TWG) that will drive the further development of the technical aspects of the PMP/AB, wider consensus building, initial application (pilot testing) and refinement of the PMP/AB tools, and resource mobilization for the aquaculture biosecurity programme. Guidance documents and resources for advocacy and training on the PMP/AB are currently in development to facilitate adoption at the national level.
This volume attempts to solve a grave problem about critical self-reflection. The worry is that we critical thinkers are all in "epistemic bad faith" in light of what psychology tells us. After all, the research shows not merely that we are bad at detecting "ego-threatening" thoughts à la Freud. It also indicates that we are ignorant of even our ordinary thoughts—e.g., reasons for our moral judgments of others (Haidt 2001), and even mundane reasons for buying one pair of stockings over another! (Nisbett & Wilson 1977) However, reflection on one’s thoughts requires knowing what those thoughts are in the first place. So if ignorance is the norm, why attempt self-reflection? The activity would just display naivety about psychology. Yet while respecting all the data, this book argues that, remarkably, we are sometimes infallible in our self-discerning judgments. Even so, infallibility does not imply indubitability, and there is no Cartesian ambition to provide a "foundation" for empirical knowledge. The point is rather to explain how self-reflection as a rational activity is possible.

The total of 53 full papers and 1 short paper presented in this volume were carefully reviewed and selected from 90 submissions. This book constitutes the thoroughly refereed conference proceedings of the 10th International Conference on Rough Sets and Knowledge Technology, RSKT 2015, held in Tianjin, China, in November 2015, as part of the International Joint Conference on Rough Sets, IJCRS 2015, together with the 15th International Conference on Rough Sets, Fuzzy Sets, Data Mining and Granular Computing, RSFDgrC 2015. The 66 papers presented at IJCRS 2015 were carefully reviewed and selected from 97 submissions. These include the application of ideas, theories or methods from specific disciplines to information and knowledge systems, such as discrete mathematics, logic and algebra, model theory, informaiton theory, complexity theory, algorithmics and computation, statistics, and optimization.
