In its second full year, the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH) has progressed from establishing its research agenda and partnerships, to identifying and assessing key drivers of change, the role of different actors, and the potential for different approaches to catalyze change and improve the nutrition and health of poor communities.
In its fourth year, the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH) has many accomplishments to be proud of and much to look forward to. By the end of 2015, biofortified staple foods had reached approximately 15 million people. The aflasafe™ approach for controlling aflatoxins was registered in Kenya, Nigeria, and Senegal, with country investments secured to scale it up. The successful Together for Nutrition initiative expanded from India to Ethiopia, bringing together a range of nutrition stakeholders. The Global Nutrition Report (GNR) 2015 was released alongside the launch of the Sustainable Development Goals, building off the success of GNR 2014 to guide nutrition action. Our research portfolio is expanding to include food systems and we are exploring new collaborations with public health partners. Our country and regional engagement contributes to agricultural programs and policies that can better achieve nutrition and health impacts. We also hear loud and clear from the development community that achieving these outcomes is a priority, and that doing so at scale requires making agriculture and other sectors more nutrition and health-sensitive.
As the nature of global malnutrition changes, there is a growing need and increasing urgency for more and better information about food consumption and dietary patterns. The past two decades have seen a dramatic increase in the number, availability, and analysis of the food consumption data collected in a variety of multipurpose household surveys, referred to collectively as household consumption and expenditure surveys (HCESs). These surveys are heterogeneous, and their quality varies substantially by country. Still, they share some common shortcomings in their measurement of food consumption, nutrient intakes, and nutrition status that undermine their relevance and reliability for purposes of designing and implementing food policies and programs. This review crafts a strategic approach to the unfinished global agenda of improving HCESs’ collection of food consumption data. Starting with the priority studies recommended by a 100-country HCES review (Smith, Dupriez, and Troubat 2014), it focuses on a strategic subset of those studies that deal most directly and exclusively with the measurement of food, and that are of fundamental importance to all HCES stakeholders in low- and middle-income countries. Drawing from the literature, this study provides a more detailed, more circumspect justification as to why these particular studies are needed, while identifying key hypotheses, explaining why these studies are of growing urgency, and demonstrating why now is a propitious time for undertaking them. The review also identifies important study design considerations while pointing out potential challenges to successful implementation stemming from technical capacity, economic, administrative, and political considerations. Six key studies are rank ordered from a global perspective as follows, taking into account (1) the likely shared consensus that a topic is an important source of measurement error in estimating consumption; (2) the perceived urgency of the need for addressing a particular source of measurement error; (3) the perceived likelihood of success—that is, that the efforts will improve the accuracy of measurement; (4) whether or not the study entails modifying the questionnaire; (5) the ease with which a study may begin; and (6) the extent to which the study is independent of necessary negotiations with existing HCES stakeholders because of the types of changes it is likely to entail (in either the questionnaire or the way the data have traditionally been processed).
In 2015, IFPRI commemorated its 40th anniversary. For the past four decades, the Institute has worked tirelessly to provide research-based policy solutions to bring an end to hunger and malnutrition. The impact of IFPRI’s research travels far beyond its walls. This past year witnessed substantial gains in food and nutrition security on the global stage, and IFPRI was proud to contribute to these shared global achievements.
The stories presented in this report illustrate how improved collaboration among RTB centers is making a real difference. This includes harnessing the potential of genomics to accelerate the development of improved RTB varieties, facilitating collaborative responses to critical crop diseases and improving postharvest options. During its second year, the CGIAR Research Program on Roots, Tubers and Bananas (RTB) expanded its geographic reach and its network of partners while launching a series of collaborative initiatives aimed at resolving the most serious constraints faced by smallholder farmers growing RTB crops. While this work was initiated within a framework of seven disciplinary themes, RTB started a process to transition from an output-focused research agenda to one based on outcomes and impacts.
IFPRI’s Poverty, Health, and Nutrition Division (PHND) and the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH) have conducted research since 2003 on the critical links between nutrition, health, and agriculture. This evaluation considers the impact of the work carried out through 2016, looking at the research strategy, engagement, capacity building, and impact on programs and policies and global dialogue. Findings suggest that the Diet Quality and Health of the Poor program has been successful in developing and sharing valuable research, knowledge, and data, and has brought new issues and approaches to partners and stakeholders. Through a range of projects, the program has effectively engaged with stakeholders, partners, and governments to support capacity enhancement and to help shape national interventions to improve nutrition.
The politics of food is changing fast. In rich countries, obesity is now a more serious problem than hunger. Consumers once satisfied with cheap and convenient food now want food that is also safe, nutritious, fresh, and grown by local farmers using fewer chemicals. Heavily subsidized and underregulated commercial farmers are facing stronger push back from environmentalists and consumer activists, and food companies are under the microscope. Meanwhile, agricultural success in Asia has spurred income growth and dietary enrichment, but agricultural failure in Africa has left one-third of all citizens undernourished - and the international markets that link these diverse regions together are subject to sudden disruption. Food Politics: What Everyone Needs to Know? carefully examines and explains the most important issues on today's global food landscape, including international food prices, famines, chronic hunger, the Malthusian race between food production and population growth, international food aid, "green revolution" farming, obesity, farm subsidies and trade, agriculture and the environment, agribusiness, supermarkets, food safety, fast food, slow food, organic food, local food, and genetically engineered food. Politics in each of these areas has become polarized over the past decade by conflicting claims and accusations from advocates on all sides. Paarlberg's book maps this contested terrain, challenging myths and critiquing more than a few of today's fashionable beliefs about farming and food. This book is a historical review of international food and agriculture since the founding of the international organizations following the Second World War, including the World Bank and the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and into the 1970s, when CGIAR was established and the International Fund for Agricultural Development (IFAD) was created to recycle petrodollars. Despite numerous international consultations and an increased number of actors, there has been no real growth in international assistance, except for the work of the Bill and Melinda Gates Foundation. The book concurrently focuses on the structural transformation of developing countries in Asia and Africa, with some making great strides in small farmer development and in achieving structural transformation of their economies. Some have also achieved Sustainable Development Goals (SDGs), particularly SDG2, but most have not. Not only are some countries, particularly in South Asia and sub-Saharan Africa, lagging behind, but they face new challenges of climate change, competition from emerging countries, population pressure, urbanization, environmental decay, and dietary transition. Lagging developing countries need huge investments in human capital, and physical and institutional infrastructure, to take advantage of rapid change in technologies, but the role of international assistance in financial transfers has diminished. The COVID-19 pandemic has not only set many poorer countries back but starkly revealed the weaknesses of past strategies. Transformative changes are needed in developing countries with international cooperation to achieve better outcomes. Will change in the United States bring new opportunities for multilateral cooperation?"--
A growing number of governments, donor agencies, and development organizations are committed to supporting nutrition-sensitive agriculture (NSA) to achieve their development goals. Although consensus exists on pathways through which agriculture may influence nutrition-related outcomes, empirical evidence on agriculture’s contribution to nutrition and how it can be enhanced is still weak. This paper reviews recent empirical evidence (since 2014), including findings from impact evaluations of a variety of NSA programs using experimental designs as well as observational studies that document linkages between agriculture, women’s empowerment, and nutrition. It summarizes existing knowledge regarding not only impacts but also pathways, mechanisms, and contextual factors that affect where and how agriculture may improve nutrition outcomes. The paper concludes with reflections on implications for agricultural programs, policies, and investments, and highlights future research priorities.
