The National Academies of Sciences, Engineering, and Medicine was asked by the Assistant Secretary of the Air Force for Science, Technology and Engineering to assess the threat of high-speed weapons and recommendations to counter the threat. This report reviews the current and evolving threats, and the current and planned U.S. efforts and capabilities to counter these threats, identifies current gaps and future opportunities where the United States Air Force (USAF) could provide significant contribution to the U.S. effort to counter high-speed threats, and recommends actions the USAF could take in terms of materiel, non-materiel, and technology development to address the identified opportunities and gaps in U.S. efforts to address these threats.
Hypersonic missiles--specifically hypersonic glide vehicles and hypersonic cruise missiles--are a new class of threat because they are capable both of maneuvering and of flying faster than 5,000 kilometers per hour. These features enable such missiles to penetrate most missile defenses and to further compress the timelines for a response by a nation under attack. Hypersonic missiles are being developed by the United States, Russia, and China. Their proliferation beyond these three could result in other powers setting their strategic forces on hair-trigger states of readiness. And such proliferation could enable other powers to more credibly threaten attacks on major powers. The diffusion of hypersonic technology is under way in Europe, Japan, Australia, and India--with other nations beginning to explore such technology. Proliferation could cross multiple borders if hypersonic technology is offered on world markets. There is probably less than a decade available to substantially hinder the potential proliferation of hypersonic missiles and associated technologies. To this end, the report recommends that (1) the United States, Russia, and China should agree not to export complete hypersonic missile systems or their major components and (2) the broader international community should establish controls on a wider range of hypersonic missile hardware and technology.

This book analyzes the United States and Russia’s nuclear arms control and deterrence relationships and how these countries must lead current and prospective efforts to support future nuclear arms control and nonproliferation. The second nuclear age, following the end of the Cold War and the demise of the Soviet Union, poses new challenges with respect to nuclear-strategic stability, deterrence and nonproliferation. The spread of nuclear weapons in Asia, and the potential for new nuclear weapons states in the Middle East, create new possible axes of conflict potentially stressful to the existing world order. Other uncertainties include the interest of major powers in developing a wider spectrum of nuclear weapons and delivery systems, possibly for use in limited nuclear wars, and the competitive technologies for antimissile defenses being developed and deployed by the United States and Russia. Other technology challenges, including the implications of cyberwar for nuclear deterrence and crisis management, are also considered. Political changes also matter. The early post-Cold War hopes for the emergence of a global pacific security community, excluding the possibility of major war, have been dashed by political conflict between Russia and NATO, by the roiled nature of American domestic politics with respect to international security, and by a more assertive and militarily competent China. Additionally, the study includes suggestions for both analysis and policy in order to prevent the renewed U.S.-Russian nuclear arms race and competition in new technologies. This volume would be ideal for graduate students, researchers, scholars and anyone who is interested in nuclear policy, international studies, and Russian politics.
In the past five years, Russia, China, and others have accelerated their development of hypersonic missiles to threaten U.S. forces in the homeland and abroad. The current Ballistic Missile Defense System, largely equipped to contend with legacy ballistic missile threats, must be adapted to this challenge. The same characteristics that make hypersonic missiles attractive may also hold the key to defeating them. This CSIS report argues how a new hypersonic defense architecture should exploit hypersonic weapons’ unique vulnerabilities and employ new capabilities, such as a space sensor layer, to secure critical nodes. These changes are not only necessary to mitigate the hypersonic threat but to defeat an emerging generation of maneuvering missiles and aerial threats.
The proliferation of counterspace weapons across the globe often calls into question what can be done to best protect satellites from attack. This analysis from the CSIS Aerospace Security Project addresses different methods and technologies that can be used by the United States government, and others, to deter adversaries from attack. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable.
