For the first time, the Council of the European Union has invited a group of national experts to investigate skills, training and knowledge transfer in the heritage professions in Europe. The group was operational in 2017 and 2018 under the Work Plan for Culture 2015-2018, with the support of the European Commission. This report is intended to be a resource for the European Union (EU) to ensure the long-term sustainability of Europe's cultural heritage. It aims to do this by contributing to the European Year of Cultural Heritage 2018 objective 'to support the development of specialised skills and improve knowledge management and knowledge transfer in the cultural heritage sector, taking into account the implications of the digital shift'. It will also contribute to the European Framework for Action on Cultural Heritage, launched by the European Commission with the aim of leaving a policy imprint beyond 2018.
This volume offers a critical inquiry into the ever-evolving notion of cultural heritage and the way it has been made accessible, governed, and protected by the institutional, operational, and legal structures of the European Union.
The essays in this book present, for the first time in published form, a systematic comparative overview of cultural heritage policy and its impact – specifically in the field of immovable heritage such as archaeological and historic sites – in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, “The former Yugoslav Republic of Macedonia”, Montenegro, Romania and Serbia. The studies focus on the decade from 2003 to 2013 that followed the traumatic and often violent upheavals associated with the breakdown of communism. That same period also saw a shift in the policy of the European Union and the Council of Europe in support of cultural heritage policies in the region, which led to the launching of the “Ljubljana Process: rehabilitating our common heritage”. The challenges gradually moved from encouraging professionals to adopt European standards and realising the potential of heritage to build bridges between peoples and to foster reconciliation, towards highlighting its wider benefits as a catalyst of economic development for the local economy and the quality of life of citizens. Theorists and practitioners will gain a better insight into the value of cultural heritage and the specificity of cultural heritage policies in South-East Europe, as well as the underlying facts, vision, context and impact of the Ljubljana Process. This will encourage questioning of existing public policies, as well as the promotion and affirmation of cultural heritage within a new “culture of development”.

European Heritage, Dialogue and Digital Practices focuses on the intersection of heritage, dialogue and digital culture in the context of Europe. Responding to the increased emphasis on the potential for heritage and digital technologies to foster dialogue and engender communitarian identities in Europe, the book explores what kind of role digital tools, platforms and practices play in supporting and challenging dialogue about heritage in the region. Drawing on fieldwork involving several European museums and heritage organisations, the chapters in this volume critically engage with the role of digital technology in heritage work and its association with ideas of democratisation, multivocality and possibilities for feedback and dialogic engagement in the emerging digital public sphere. This important and insightful book provides, for the first time, a broad presentation of ongoing research into public participation in landscape conservation, management and planning, following the 2000 European Landscape Convention which came into force in 2004. The book examines both the theory of participation and what lessons can be learnt from specific European examples. It explores in what manner and to what extent the provisions for participation in the European Landscape Convention have been followed up and implemented. It also presents and compares different experiences of participation in selected countries from northern, southern, eastern and western Europe, and provides a critical examination of public participation in practice. However, while the book’s focus is necessarily on Europe, many of the conclusions drawn are of global relevance. The book provides a valuable reference for researchers and advanced students in landscape policies and management, as well as for professionals and others interested in land-use planning and environmental management.
The basic problem is to what extent we can know past and mainly invisible landscapes, and how we can use this still hidden knowledge for actual sustainable management of landscape's cultural and historical values. It has also been acknowledged that heritage management is increasingly about 'the management of future change rather than simply protection'. This presents us with a paradox: to preserve our historic environment, we have to collaborate with those who wish to transform it and, in order to apply our expert knowledge, we have to make it suitable for policy and society. The answer presented by the Protection and Development of the Dutch Archaeological-Historical Landscape programme (pdl/bbo) is an integrative landscape approach which applies inter- and transdisciplinarity, establishing links between archaeological-historical heritage and planning, and between research and policy.
