But the authors of this timely book, themselves key participants in the U.S.-led operation there, argue that substantial good was done--the tide of famine was stayed, hundreds of thousands of lives saved, and steps toward political reconciliation begun. Despite the recent renewal of political violence, the humanitarian situation remains stable. The authors detail how the carefully limited mission achieved its goals, including mutual understanding with the Somalis, by combining political, military, and humanitarian actions. But the authors also describe how different U.S. and UN concepts of the mission and subsequent changes in the mission's scope led almost inevitably to confrontation. Hirsch and Oakley raise fundamental questions about how to conduct such operations, and in particular about the limitations of peacekeepers in nation building. This study examines the American military's experience with urban operations in Somalia, particularly in the capital city of Mogadishu. Fighting for Peace in Somalia provides the first comprehensive analysis of the African Union Mission in Somalia (AMISOM), an operation deployed in 2007 to stabilize the country and defend its fledgling government from one of the world's deadliest militant organizations, Harakat al-Shabaab. The book's two parts provide a history of the mission from its genesis in an earlier, failed regional initiative in 2005 up to mid-2017, as well as an analysis of the mission's six most important challenges, namely, logistics, security sector reform, civilian protection, strategic communications, stabilization, and developing a successful exit strategy. These issues are all central to the broader debates about how to design effective peace operations in Africa and beyond. AMISOM was remarkable in several respects: it would become the African Union's (AU) largest peace operation by a considerable margin deploying over 22,000 soldiers; it became the longest running mission under AU command and control, outlasting the nearest contender by over seven years; it also became the AU's most expensive operation, at its peak costing approximately US$1 billion per year; and, sadly, AMISOM became the AU's deadliest mission. Although often referred to as a peacekeeping operation, AMISOM's troops were given a range of daunting tasks that went well beyond the realm of peacekeeping, including VIP protection, war-fighting, counterinsurgency, stabilization, and state-building as well as supporting electoral processes and facilitating humanitarian assistance.

The study reviews the recent history of public finance mismanagement and its adverse impact on Somalia, drawing upon five decades of economic and financial mismanagement in the country. A principal thesis of the study is that, while decades-long poor sociopolitical governance and multiple other factors contributed to the implosion of the Somali central state, a crisis in financial and economic management-in particular, endemic misuse of public resoruces-is a root cause of the state collapse and a principal challenge facing national recovery. This crisis, manifested in practically non-existent financial integrity institutions, keeps the country insecure and unstable.
This book examines post-secession and post-transition state building in Somaliland, Somalia, South Sudan and Sudan. It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.
This book brings to fruition the research done during the CEA-ISCTE project ‘’Monitoring Conflicts in the Horn of Africa’’, reference PTDC/AFR/100460/2008. The Portuguese Foundation for Science and Technology (FCT) provided funding for this project. The chapters are based on first-hand data collected through fieldwork in the region’s countries between 4 January 2010 and 3 June 2013. The project’s team members and consultants debated their final research findings in a one-day Conference at ISCTE-IUL on 29 April 2013. While many African countries were dominated by authoritarian rulers when they entered the postcolonial era—and scholars have assumed this as a standard feature of political leadership on the continent—Somalia had an authentic democratic leadership. Samatar's political biography of Aden A. Osman and Abdirazak H. Hussen breaks the stereotype of brutal African tyranny. Samatar discusses the framing of democracy in Somalia following the years of control by fascist Italy, the formation of democratic organizations during the political struggle, and the establishment of democratic foundations in the new nation. Even though this early state of affairs did not last, these leaders left behind a strong democratic legacy that may provide a model of good governance for the rest of the continent.
