New York remains the Empire State. Why would an authoritarian regime expand social welfare provision in the absence of democratization? Yet China, the world's largest and most powerful authoritarian state, has expanded its social health insurance system at an unprecedented rate, increasing enrollment from 20 percent of its population in 2000 to 95 percent in 2012. Significantly, people who were uninsured, such as peasants and the urban poor, are now covered, but their insurance is less comprehensive than that of China's elite. With the wellbeing of 1.4 billion people and the stability of the regime at stake, social health insurance is now a major political issue for Chinese leadership and ordinary citizens. In Social Protection under Authoritarianism, Xian Huang analyzes the transformation of China's social health insurance in the first decade of the 2000s, addressing its expansion and how it is distributed. Drawing from government documents, filed interviews, survey data, and government statistics, she reveals that Chinese leaders have a strategy of "stratified expansion," perpetuating a particularly privileged program for the elites while developing an essentially modest health provision for the masses. She contends that this strategy effectively balances between elites and masses to maximize the regime's prospects of stability. In China's multilevel governance, both centralized and decentralized structures are involved in the distribution of social health insurance. When local leaders implement the stratified expansion of social health insurance, they respond to varied local conditions. As a result, China's health insurance policies differ dramatically across subnational regions as well as socioeconomic groups. Providing an in-depth look into China's health insurance system, this book sheds light not only on Chinese politics, but also on how social benefits function in authoritarian regimes and decentralized multilevel governance settings.
A Wild Idea shares the complete story of the difficult birth of the Adirondack Park Agency (APA). The Adirondack region of New York's rural North Country forms the nation's largest State Park, with a territory as large as Vermont. Planning experts view the APA as a triumph of sustainability that balances human activity with the preservation of wild ecosystems. The truth isn't as pretty. The story of the APA, told here for the first time, is a complex, troubled tale of political dueling and communities pushed to the brink of violence. The North Country's environmental movement started among a small group of hunters and hikers, rose on a huge wave of public concern about pollution that crested in the early 1970s, and overcame multiple obstacles to "save" the Adirondacks. Edmondson shows how the movement's leaders persuaded a powerful Governor to recruit planners, naturalists, and advisors and assign a task that had never been attempted before. The team and the politicians who supported them worked around the clock to draft two visionary land-use plans and turn them into law. But they also made mistakes, and their strict regulations were met with determined opposition from local landowners who insisted that private property is private. A Wild Idea is based on in-depth interviews with five dozen insiders who are central to the story. Their observations contain many surprising and shocking revelations. This is a rich, exciting narrative about state power and how it was imposed on rural residents. It shows how the Adirondacks were "saved," and also why that campaign sparked a passionate rebellion.
Examining the water, development and security linkages in Central Asia can feel a bit like solving a Rubik’s cube. The Rubik’s cube starts to usually find structure and the different pieces find their places when its solver adopts a systematic approach. Still, solving the whole cube takes time and perseverance. This is also the case with water and security in Central Asia as demonstrated by the chapters in this book. In the case of water and security in Central Asia, there are many "faces", including not only the Central Asian states but also the neighbouring countries and other players of global geopolitics; "stickers" such as policies, practices, causes, and impacts; and "colours" such as the different stakeholders, ranging from the micro and meso levels to the macro level. Understanding all these, or getting clarity on the nexus, can seem extremely challenging. Even though none of the chapters alone answers the question of what constitutes water and security in Central Asia, each of them gives thoughtful ideas and information on the complexity of the issue. This book was published as a special issue of the International Journal of Water Resources Development.
The need for China to find a new, environmentally sustainable development path is accepted widely among Chinese scholars and policy makers. Deng subjects the development model of the high income countries to rigorous analysis and explores the environmental implications of China following this model. His clear conclusion is that the carrying capacity of the physical environment and nature is limited, that economic and social development should not exceed the carrying capacity of resources, and that China should not adopt the western development path. Based on insights from economics, engineering and human psychology, the book analyses the environmental impact of the current western development model, demonstrates the catastrophic impact this would have in terms of China's own development and in terms of China's relationship with the world, and argues that China's rich intellectual and scientific tradition will allow Chinese people to play a central role in finding the solution to the profound environmental and development challenges the world currently faces.
