Viet Nam's dramatic transition and growth in the 1990s have been attributed to a series of reforms, known as "doi moi," which began in the late 1980s. Economic growth of nearly 8% yearly benefited the poor and reduced poverty from 61% in 1993 to 37% in 1998. The proportionate increases in the incomes of the poorest quintile were appreciably larger than those of the top 20 or 40% of the population. This result is at variance with typical findings for other countries, which indicate that welfare gains from growth are smallest for the lowest quintile and rise with income group. The results for Viet Nam suggest that the faster the growth rate, the lesser becomes the role of distributive factors that directly influence the poor's well-being. A print on demand report.
This book discusses national development planning in the context of a globalized world economy. National economic development planning, the process of defining strategic economic objectives for a country and designing policies and institutional frameworks to attain them, was popular in many countries in the 1960s and 1970s. Over time it lost its appeal. More recently, with globalization accelerating and economic competition increasing, it is making a comeback in different countries under different forms. National planning in this new era is different than the earlier quantitative planning approaches. It employs different tools, such as strategic visions and action plans, revived forms of physical infrastructure planning, industrial policy, and cluster policy. Built on the research of international scholars with firsthand knowledge of the countries in question, this volume presents and evaluates current national planning strategies and policy worldwide. By tracing the evolution of South Korean state-led capitalism and comparing it with other economies, this book critiques prevalent theories including neoliberalism, the developmental state, and institutionalism, and proposes a theoretical alternative focusing on endogenous changes through elites' competition within and outside the state. Unlike the arguments of neoliberals, this volume asserts that the state can still play an active role in reconstituting the national economy through globalization. The Korean state successfully fosters economic growth by nurturing industrial commons through globalization, rather than by adopting a neoliberal free-market system. This volume exerts that the Korean economy has successfully grown over the past 50 years because it has moved toward a new version of state-led developmentalism. In order to better account for the evolution of state-led developmentalism, this book proposes changes by competition within, as well as outside, the state, in order to bring about changes in developmentalism and the ability to adjust to new contexts. Unlike prevalent accounts of developmental state theory, Changes by Competition argues that the state is neither unitary nor cohesive, but a locus of competition.
